Abstract
Pada masa Orde Baru pemerintahan masih bersifat terpusat sehingga pemerintah daerah masih memiliki keterbatasan untuk mengembangkan daerahnya. Pemberlakuan Otonomi Daerah sejak 1 Januari 2001 mengubah sistem pemerintahan dari sentralisasi menjadi desentralisasi dengan memberikan sejumlah kewenangan yang awalnya ditangani pemerintah pusat kepada pemerintah Kota. Hal ini membuat kewenangan program kerja diputuskan langsung oleh setiap SKPD (Satuan Kerja Perangkat Daerah), termasuk Humas Balikpapan sebagai objek penelitian. Tujuan penelitian ini yaitu mendeskripsikan kegiatan eksternal Humas Balikpapan, serta mengetahui faktor pendukung dan penghambat dari kegiatan eksternal tersebut. Jenis penelitian ini adalah deskriptif kualitatif yang mendeskripsikan tentang strategi Humas Balikpapan melalui strategi manajemen publik relations untuk melihat hubungan Humas dengan publik. Data yang dikumpulkan melalui wawancara dengan internal Humas Balikpapan, masyarakat Balikpapan, dan awak media. Untuk menguji keabsahan data melalui observasi dan dokumentasi. Penggabungan kedua teknik pengumpulan data tersebut menjadikan penelitian ini menjadi valid. Hasil dari penelitian ini berupa kegiatan eksternal Humas Balikpapan dengan masyarakat melalui enam program seperti Open House, Siaran Keliling, Bulletin Bulanan, Safari Ramadhan, dan Situs Resmi Kota Balikpapan, sementara kegiatan eksternal Humas dengan media massa berupa pendekatan kerjasama penyebaran informasi dan pendekatan personal. Faktor pendukung kegiatan eksternal Humas Balikpapan berupa fasilitas dan dukungan pemerintah, sementara faktor penghambat dari kegiatan eksternal Humas Balikpapan berupa perbedaan persepsi antara kebijakan dengan keinginan masyarakat dan media massa. The purpose of the research is to describe the activities of external Publicist Balikpapan, as well as knowing the factors supporting and restricting of such external activities. Type of this research is a descriptive qualitative describe about strategy of public relations strategy through public management of Balikpapan relations to see the relationship of public relations with the public. Data collected through interviews with internal public relation society of Balikpapan, Balikpapan, and media crews. To test the validity of the data through the observation and documentation. The incorporation of both the data collection techniques make this research to be valid. The results of this research in the form of external public relations activities in Balikpapan with the community through six program such as Open House, Bulletin Bulanan, Siaran Keliling, Safari Ramadhan, and Situs Resmi Kota Balikpapan, while external public relations activities with the mass media in the form of cooperative approaches to information dissemination and personal approach. Factors supporting the activities of external Publicist Balikpapan in the form of facilities and Government support, while restricting factors of the external public relations activities in the form of the difference of perception between Balikpapan policy with the wishes of the community and the mass media.
