Abstract

Climate change issue has caused a great damage thus emerged a global response to address and prevent the worst damage that would be happened. This global response was formed by formalized an environmental rezim, Kyoto Protocol. The important thing from Kyoto Protocol is the commitment to reduce global greenhouse gas emission. Japan is one of the country who joined in the first commitment of Kyoto Protocol, started from 2008 to 2012. The end of the first one was approved to continue the second commitment of Kyoto Protocol, but Japan refused to join on it in the COP 18 in Doha, Qatar. Rational actor modelwhich is one of Graham T. Allison theory is used to analize this case. According to the theory, they are a few arguments based on the reason why Japan refused the second commitment of Kyoto Protocol. The first argument is because United States and China as the largest world emitters do not have an obligation to reduce their emission in Kyoto Protocol. The second argument is the leakage of nuclear reactors in Fukushima Daiichi Nuclear Power Plant as the effect from Japan great earthquake and tsunami on March 11, 2011 has caused the rise of fossil energy consumption and led Japan to the difficult condition that would be hard to meet the target on the second commitment of Kyoto Protocol. By this decision, Japan chose to commit on their voluntary commitment which does not have to bound by the reducing emission obligation in the second commitment of Kyoto Protocol, in the other hand they promote their national reducing emission programmealong with the target by developed the initiative to coorporate with other countries to cope the climate change issue.
