Abstract
Japan was a developed country in industry and technology, this was really support Japan in giving aids to developing countries, through ODA (Official Development Assistent) aid framework. These AID gave to developing countries that facing various problems, such as poverty, starvation, and insufficient health and education services, with agreement between both of them. Timor Leste was one of developing country that accepting aid from Japan through Japan International Cooperation Agency (JICA) upon the agreement between both them. Keywords : Cooperation,
