Abstract
ABSTRAK
Penelitian ini menyoroti tentang Haze lintas batas negara yang terjadi
di indonesia khususnya di Riau, sehingga berdampak ke Negara tetangga
yaitu Malaysia pada tahun 2013. Yang telah menimbulkan dampak terbesar
setelah fenomena kabut asap besar yang terjadi pada tahun-tahun
sebelumnya, yaitu pada tahun 2006,2010, dan pada tahun 2012.Dari
pembakaran hutan dan lahan yang telah menyebabkan Haze lintas batas
negara, yang mana telah berdampak besar terhadap kondisi domestik
Malaysia, yaitu dari segi aktivitas pemerintahan, pendidikan, perekonomian,
maupun kesehatan warga Malaysia.
Oleh karena itu kemudian pemerintah Malaysia melayangkan nota
protes terhadap pemerintah Indonesia, pada tahun 2013. Protes Malaysia
pada tahun 2013 ini adalah akumulasi protes dari tahun-tahun sebelumnya
yaitu pada tahun 2006 dan tahun 2010.
Respon pemerintah Indonesia yang lamban dalam merespon protes
Malaysia dari tahun 2006-2010, menjadi salah satu permasalahan bagi pihak
Malaysia yang menganggap bahwa indonesia tidak serius dalam menuntaskan
kasus pebakaran hutan dan lahan yang terjadi di Riau dari tahun 2006, samapi
degan tahun 2010. Terbukti kebakaran hutan masih terjadi pada tahun 2012-2013
sehingga faktor inilah yang melatar belakangi malaysia kembali melakukan
protes terhadap Indonsia pada tahun 2013.
Kata kunci: Haze lintas batas negara,Protes Malasyia 2006-2013, Respon
pemerintah indonesia yang lambanterhadap protes Malaysia 2006-2013.
ABSTRACT
This Research is highilht about Haze boundary line of country that
happens in Indonesia, especially in Riau, until, impact neighborhood country,
Malaysia in 2013. Phenomenom of smoke fog in Indonesia 2006,2010, and
2012, has a big impact for other country. Forest combustion has a big
impact into domestic condition in Malaysia, goverment acttivity, education,
economic, even health of Malaysia.
Therefore, Malaysia goverment gives protest letter for Indonesia
goverment in 2013. This protest letter is an accumulation from others year, 2006
and 2010.
Response from Indonesia goverment that slowly from 2006-2010, had
become one of the problems for Malaysia. They consider that Indonesia is not
seriously about fores combustion that happens in Riau 2006 until 2010. In
fact, fores combustion is still happens in 2012-2013, then this factor is the
reasons why Malaysia protes against Indonesia 2013.
