Abstract
Abstrack Russian military build begins at a time when Russia is able to get out of the economic crisis that hit the country in 1991. Over time Russia able to get out of the crisis and want to restore the military and economic power after the economic crisis that makes Russia militarily and economically weak. Increased military force conducted by the Russian made about the neighbour country became aware of the measures taken by Russia. Japan as the closest country to respond in order to maintain the security of his country's sovereignty.
