Abstract
Today problem of environment life is no longer an problems of individual or single two state, but has become the joint responsibility of all of the people in the world. Environmental problems be one of the major issues every country. One of them is more the spread damage population mangrove in Indonesia. With the conditions the forestry area mangrove had been cut, there is no other choice efforts the preservation of be immediately intensified. Thus, finally JICA as representatives of Japan building cooperation with of the Indonesian government in handling the damage mangrove that occurred in Indonesia. This research explains the form of cooperation the preservation of forests mangrove in Indonesia and a case study in surabaya on years 2011-2014. Besides, this research explains impact on the preservation of mangrove in Surabaya.
