Abstract
Konflik bersenjata dan kekerasan yang terjadi sebelum referendum di
Timor Leste berdampak pada pembentukan respos dari lembaga kemanusiaan.
ICRC merupakan organisasi internasional yang bertujuan untuk melindungi
kehidupan dan kesehatan para korban konflik, ikut merespons penanganan konflik
di Timor Leste. ICRC datang ke Timor-Timur sejak tahun 1975 hingga pasca
referendum tahun 1999 dalam rangkaian aktivitas kemanusiaan yang diterapkan
sesuai pedoman Hukum Humaniter Internasional. ICRC menggabungkan empat
pendekatan dalam strategi yang menyeluruh setelah menganalisis situasi yang ada,
agar secara langsung ataupun tidak langsung, dalam jangka pendek, menengah,
atau panjang, dapat memastikan penghormatan terhadap kehidupan, martabat, dan
kesejahteraan fisik serta mental para korban konflik bersenjata dan situasi
kekerasan lain. Meski dalam beberapa situasi dilarang oleh Pemerintah Indonesia,
khususnya pada periode antara 1975 dan 1989, ICRC tetap berkoordinasi dengan
seluruh elemen terkait. ICRC berfokus pada pemberian bantuan makanan untuk
korban kelaparan yang terjadi pada pertengahan 1970-an. Bantuan bagi para
penduduk dari desa-desa dan pemilik lahan pertanian di kamp-kamp pengungsi,
atau mereka yang melarikan diri ke pegunungan terpencil dalam hal ini ICRC
berkoordinasi dengan LSM internasional dan pemerintah Indonesia dalam
tugasnya untuk melindungi non-kombatan. Pada September 1999 setelah
referendum, ICRC telah membenahi Rumah Sakit Dili yang digunakan selain
untuk urusan medis juga sebagai konsentrasi pengungsi, kemudian kunjungan ke
kamp-kamp pengungsi di Timor Barat untuk melanjutkan akses kemanusiaan.

Armed conflicts and violence that occurred before the referendum in Timor Leste
have an impact on the formation of humanitarian agencies are responding. ICRC
is an international organization that aims to protect the life and health of the
victims of conflict, conflict handling responded participate in Timor Leste. ICRC
came to East Timor since 1975 until after the referendum in 1999 in a series of
humanitarian activities implemented within the guidelines of the International
Humanitarian Law. ICRC combines four approaches in the overall strategy after
analyzing the existing situation, in order to directly or indirectly, in the short,
medium, or long, can ensure respect for the life, dignity, and physical well-being
and mental victims of armed conflict and situations of violence other. Although in
some circumstances prohibited by the Government of Indonesia, especially in the
period between 1975 and 1989, the ICRC remains coordinated with all relevant
elements. ICRC focuses on providing food aid for victims of famine in the mid1970s.
Aid to the inhabitants of villages and farmers in refugee camps, or those
who fled to remote mountains in this case the ICRC in coordination with
international NGOs and the Indonesian government in its duty to protect noncombatants.
In September 1999 after a referendum, the ICRC had to fix the Dili
Hospital used other than for medical affairs as well as the concentration of
refugees, then a visit to the refugee camps in West Timor to continue
humanitarian access.
