Abstract
Gunung Merapi merupakan bagian dari 129 gunungapi yang ada di wilayah Indonesia yang paling aktif. Guna melakukan pengurangan resiko bencana terdapat inovasi manajemen komunikasi bencana terdapat Aplikasi Plewangan (aplikasi smartphone) yang dikembangakan oleh BPPTKG (Balai Penyelidikan dan Pengembangan Teknologi Kebencanaan Geologi).Tujuan penelitian ini adalah mengetahui kesiapan Aplikasi Plewangan, target audience, kesiapan instansi pendukung, megetahui media yang akan dipakai untuk menyebarkan informasi, dan membuat model komunikasi untuk Aplikasi Plewangan. Metode yang digunakan yaitu penelitian deskripstif kualitatif dengan teknik pengumpulan data wawancara, observasi, pemanfaatan dokumen, dan studi pustaka. Reponden terdiri dari tiga kategori yaitu Stakeholder Kunci (Kepolisian Sleman, BPBD DIY, Sleman, RSUP dr Sardjito, SAR, Dinas Kesehatan). StakeholderUtama (Masyarakat di Kawan Rawan Bencana) dan Stakeholder Pendukung (Sivitas Akademik) mampu mengetahui, tertarik, akhirnya dapat mengakses sehingga fungsi dari Aplikasi Plewangan dapat tepat sasaran dan optimal. Hasil penelitian ini; kesiapan aplikasi plewangan belum dapat dimanfaatkan secara optimal melalui smartphone android, target audiencenya masyarakat DIY, kesiapan instansi pendukung seperti BPTKG sudah siap, media yang digunakan untuk menyebarkan informasi berupa media massa, tradisional, dan media sosial, serta ditemukan model komunikasi untuk Aplikasi Plewangan yang melibatkan Stakeholder Kunci Stakeholder Utama dan Stakeholder Pendukung (Sivitas Akademik) mampu mengetahui, tertarik, akhirnya dapat mengakses sehingga fungsi dari Aplikasi Plewangan dapat tepat sasaran dan optimal. Kata Kunci : Komunikasi Bencana, Aplikasi Smartphone, Model Komuikasi, Merapi Merapi volcano is the most active volcano among 129 volcanos in Indonesia. There is communication in disaster management in order to decrease the risk of the disaster. It is called Plewangan Application which developed by Badan Penyelidikan dan Pengembangan Teknologi Kebencanaan Geologi (BPPTKG). Plewangan Application will be realeased in 2015 therefore it needs support from key stakeholder such as Sleman Police Force, BPBD DIY. Dr. Sardjito Hospital, Safeguard Officer, Department of Health who are capable to operate the application. In addition, Primary Stakeholder such as the citizen and academician know the technique and capable get easy access to this application. This research is in order to build the firm citizen to defeat disaster. The special target of this research is the giving of knowledge, awakening of awareness, and influencing of policy making. The researcher uses qualitative descriptive method and has interview with the staffs of BPPTKG, Badan Penanggulangan Bencana Daerah (BPBD) DIY, Sleman Police Officer, dr. Sardjito Hospital staffs, and Health Department Officer. In addition, researcher also has interview with academician and the citizen. The collecting data technique are literature study, observation, and documentation. The result of this research are The readiness of The Plewangan Application Plewangan not be used optimally through android smartphone , the target of audience are Yogyakarta community , the readiness of supporting agencies like BBPTKG is ready , the media used to the share information in the form of mass media, traditional, social media , and found a model of communications for Plewangan Application involving Key Stakeholder, Premiere Stakeholder , Secondary Stakeholder that can be know, interested , finally able to access so that function of the application of Plewangan Application can be right on the target and optimal.
