Abstract
ABSTRAK
Sistem presensi pegawai memegang peran penting dalam mendukung kelancaran
administrasi serta pengelolaan sumber daya manusia di instansi pemerintahan. Pada
Dinas Koperasi dan UMKM Kabupaten Pacitan, sistem presensi bagi pegawai kontrak
masih dilakukan secara manual sehingga sering menimbulkan kendala efisiensi waktu,
akurasi data, dan keterlambatan dalam proses rekapitulasi kehadiran. Permasalahan
tersebut menuntut adanya solusi berupa penerapan sistem informasi yang mampu
memfasilitasi pencatatan dan pengelolaan data presensi secara lebih efektif dan
terintegrasi.
Penelitian ini bertujuan untuk merancang dan mengembangkan aplikasi presensi berbasis
web dan mobile dengan menerapkan metode Waterfall. Pengembangan dilakukan melalui
tahapan analisis kebutuhan, perancangan dengan Unified Modeling Language (UML),
implementasi menggunakan framework Laravel, serta pengujian sistem dengan metode
Blackbox Testing dan Time-Based Efficiency. Sistem ini diharapkan dapat membantu
pegawai dan admin dalam melakukan pencatatan kehadiran, rekapitulasi data presensi,
serta pelaporan kehadiran dengan lebih cepat dan akurat.
Hasil pengujian menunjukkan bahwa sistem dapat berjalan sesuai dengan kebutuhan,
dengan nilai feature completeness mencapai X=1 yang menandakan seluruh fungsi
berjalan optimal. Selain itu, rata-rata waktu penyelesaian tugas sistem baru lebih unggul
perihal waktu penyelesaian tugas berdasarkan perbandingan dengan hasil perhitungan
Time-Based Efficiency sistem lama. Dengan demikian, aplikasi presensi yang
dikembangkan diharapkan dapat meningkatkan efisiensi manajemen kehadiran pegawai
kontrak pada Dinas Koperasi dan UMKM Kabupaten Pacitan.

ABSTRACT
The attendance system plays an important role in supporting the smooth administration
and management of human resources in government agencies. At the Pacitan District
Office of Cooperatives and MSMEs, the attendance system for contract employees is still
carried out manually, which often causes problems with time efficiency, data accuracy,
and delays in the attendance recapitulation process. These problems require a solution in
the form of implementing an information system that is able to facilitate the recording
and management of attendance data in a more effective and integrated manner.
This research aims to design and develop web-based and mobile attendance applications
by applying the Waterfall method. Development is carried out through the stages of needs
analysis, design with the Unified Modeling Language (UML), implementation using the
Laravel framework, and system testing using the Blackbox Testing and Time-Based
Efficiency methods. This system is expected to help employees and admins in recording
attendance, recapitulating attendance data, and reporting attendance more quickly and
accurately.
The test results show that the system can run as needed, with the feature completeness
value reaching X = 1 which indicates that all functions run optimally. In addition, the
average task completion time of the new system is superior to the task completion time
based on comparison with the results of the Time-Based Efficiency calculation of the old
system. Thus, the developed attendance application is expected to improve the efficiency
of contract employee attendance management at the Pacitan Regency Cooperative and
MSME Office.
