ABSTRAK
Brexit menyebabkan terjadinya kelangkaan tenaga kerja di sektor agrikultur Inggris. Akibatnya
terjadi kekurangan tenaga kerja berketerampilan rendah yang sebelumnya didominasi oleh imigran
Uni Eropa. Penelitian ini bertujuan untuk mengetahui strategi apa yang diambil oleh Inggris dalam
mengatasi kelangkaan tenaga kerja di sektor agrikultur setelah referendum Brexit. Dengan
menggunakan pendekatan kebijakan publik dalam kelangkaan tenaga kerja dan metode penelitian
deskriptif-kualitatif, penelitian ini mengandalkan data sekunder yang diperoleh dari berbagai
literatur dan sumber kepustakaan. Temuan penelitian menunjukkan bahwa pemerintah membuat
strategi yang secara substantif merespons masalah ini dengan menerapkan beberapa strategi, yaitu
pembukaan skema Seasonal Worker Visas, meningkatkan investasi dalam teknologi automatisasi,
dan meningkatkan keterampilan tenaga kerja lokal melalui kebijakan The Skills and Post-16
Education Act. Langkah-langkah ini merupakan pendekatan multifaset untuk mengatasi tantangan
yang ditimbulkan oleh pasar tenaga kerja pasca referendum Brexit di sektor pertanian.

ABSTRACT
Brexit has caused a labour shortage in the UK agricultural sector, leading to a scarcity of low-
skilled workers, previously dominated by EU immigrants. This research aims to identify the
strategies taken by the UK to address labour shortages in the agricultural sector following the Brexit
referendum. Using a public policy approach to labor scarcity and a descriptive-qualitative research
method, the study relies on secondary data obtained from various literature and sources. The
findings show that the government has implemented policies that substantively respond to this issue
through several strategies, including the introduction of the Seasonal Worker Visas scheme,
increased investment in automation technology, and upskilling the local workforce via the Skills and
Post-16 Education Act. These measures represent a multifaceted approach to addressing the
challenges posed by the post-Brexit labor market in the agricultural sector.
