Abstract
ABSTRAK
Penelitian ini bertujuan untuk menjelaskan strategi diplomasi Indonesia terhadap Melanesian
Spearhead Group (MSG) di masa pemerintahan Joko Widodo terkait internasionalisasi isu Papua
Barat. Keterlibatan kelompok-kelompok pro-separatisme Papua Barat di MSG dalam upayanya
mencari dukungan untuk Papua Barat menjadi suatu ancaman bagi kedaulatan Indonesia. Dengan
statusnya sebagai anggota asosiasi MSG, Indonesia mencoba untuk mencegah meningkatnya
internasionalisasi isu Papua Barat. Penelitian ini menggunakan metode kualitatif, teknik
pengumpulan data melalui studi kepustakaan dengan sumber data sekunder, dan deskriptif analitis
sebagai teknik analisis data. Hasil dari penelitian ini adalah dalam pelaksanaan kebijakan luar negeri
Indonesia terhadap Pasifik Selatan, pemerintahan Joko Widodo kerap melakukan diplomasi dengan
negara-negara anggota MSG melalui berbagai jalur dengan frekuensi yang lebih intensif daripada
pemerintahan sebelumnya dan tidak hanya berfokus melakukan diplomasi melalui jalur resmi.
Upaya-upaya diplomasi ini berhasil membuat Fiji dan Papua Nugini mendukung Indonesia sebagai
anggota asosiasi MSG. Posisi baru Indonesia di MSG ini pun dapat memberikan Indonesia kekuatan
untuk mempengaruhi keputusan MSG yang berkaitan dengan internasionalisasi isu Papua Barat.

ABSTRACT
This research aims to explain Indonesia's diplomatic strategy towards the Melanesian Spearhead
Group (MSG) during the Joko Widodo administration regarding the internationalization of the West
Papua issue. The involvement of West Papuan pro-separatist groups in the MSG in an effort to seek
support for West Papua poses a threat to Indonesia's sovereignty. With its status as an associate
member of the MSG, Indonesia tries to prevent the increasing internationalization of the West Papua
issue. This research uses qualitative methods, data collection techniques through literature studies
with secondary data sources, and descriptive analytics as data analysis techniques. The result of
this study is that in the implementation of Indonesia's foreign policy towards the South Pacific, the
Joko Widodo administration often conducts diplomacy with MSG member countries through various
channels with a more intensive frequency than the previous administration and does not only focus
on conducting diplomacy through official channels. These diplomatic efforts succeeded in getting
Fiji and Papua New Guinea to support Indonesia as an associate member of the MSG. Indonesia's
new position in the MSG can also give Indonesia the power to influence MSG decisions related to
the internationalization of the West Papua issue.
