TPA Tanjungrejo Kabupaten Kudus per harinya menampung 130 – 180 ton
sampah meskipun lahan yang digunakan untuk menampung sampah telah overload
atau kelebihan muatan. Sistem pengolahan sampah yang dilakukan secara open
dumping menambah masalah akan mungkinnya terjadi pencemaran akibat sampah
pada area sekitar TPA dan kerusakan alat serta fasilitas. Penelitian ditujukan untuk
mengetahui jumlah timbulan dan komposisi sampah serta hasil evaluasi TPA
Tanjungrejo berdasarkan kelayakan regional, fasilitas sarana dan prasarana dan
kualitas lindi. Selain itu akan dianalisis potensi sampah Kertas, Kayu, Kain, Karet atau
Kulit dan Plastik (4K1P) untuk menunjang arahan pengelolaan sampah sebagai
sumber energi RDF setelah evaluasi TPA dilakukan.
Penelitian dilakukan menggunakan metode kualitatif dan semi kuantitatif
dengan metode pengambilan data berupa metode survei dan pengamatan pemetaan,
metode analisis, metode checklist (rubrik) dan pembobotan untuk evaluasi TPA
disertai Metode angket (kuesioner) untuk melengkapi evaluasi TPA. Terdapat 7
parameter untuk evaluasi kelayakan regional TPA dan 37 parameter untuk evaluasi
fasilitas sarana dan prasarana TPA.
Hasil penelitian menunjukkan bahwa rata-rata harian timbulan sampah yang
masuk ke TPA Tanjungrejo sebesar 186,228 ton/hari dengan komposisi terbesar
berupa plastik sebesar 35,451%. Evaluasi kelayakan regional TPA didapatkan total
bobotnya adalah 6 (enam) yang berarti Tidak Layak. Sedangkan evaluasi sarana dan
prasarana (fasilitas TPA) hasil penjumlahan pembobotan didapatkan untuk Fasilitas
Dasar Penunjang TPA 2,38 (baik) dan untuk Fasilitas Utama Operasi TPA bernilai
3,52 (kurang). Evaluasi lindi pada Instalasi Pengolahan Lindi didapatkan bahwa nilai
hasil pengujian parameter BOD5 dan COD melebihi nilai baku mutu yang telah
ditetapkan. Pengujian parameter nilai kalor, kadar air, kadar volatil, dan kadar abu
untuk potensi sampah menjadi RDF dari ketiga sampel sampah sesuai dengan batas
yang telah ditentukan oleh BPPI Kementerian Perindustrian. Arahan pengelolaan yang
dilakukan berupa pembuatan Material Recovery Facility/ Tempat Pengolahan Sampah
Terpadu dengan luas 6.419 m2 dan mengupayakan adanya keterlibatan institusi dalam
mewujudkan pengolahan sampah menjadi energi atau Waste to Energy.

THE POTENTIAL OF WASTE AS REFUSE DERIVED FUEL (RDF) BASED
ON THE EVALUATION OF TANJUNGREJO LANDFILL IN KUDUS,
CENTRAL JAVA

ABSTRACT
Tanjungrejo Landfill in Kudus Regency accommodates 130 - 180 tons of waste
per day even though the land used to accommodate waste has been overloaded. The
open dumping waste processing system increases the problem of possible pollution
due to waste in the area around the landfill and damage to equipment and facilities.
This study aims to determine the waste generation and composition as well as the
results of the Tanjungrejo landfill evaluation based on regional feasibility, facilities
and infrastructure and leachate quality. The potential of Paper, Wood, Fabric, Rubber
or Leather and Plastic (4K1P) waste will be analyzed to support the direction of waste
management as an RDF energy source after the landfill evaluation is conducted.
The research was conducted using qualitative and semi-quantitative methods
with data collection methods consisting of survey and mapping observation methods,
analysis methods, checklist (rubric) and weighting methods for landfill evaluation
along with a questionnaire method to complete the landfill evaluation. There are 7
parameters for the evaluation of landfill regional feasibility and 37 parameters for the
evaluation of landfill facilities and infrastructure.
The results of the research showed that the daily average of waste generation
entering Tanjungrejo Landfill was 186,228 tons / day with the largest composition in
the form of plastic at 35,451%. The evaluation of the regional feasibility of landfill
obtained a total weight of 6 (six) which means Not Feasible. While the evaluation of
facilities and infrastructure (landfill facilities) the sum of the weighting results was
obtained for the Basic Landfill Support Facilities 2.38 (good) and for the Main Landfill
Operation Facilities worth 3.52 (less). Evaluation of leachate at the Leachate
Treatment Plant found that the test results of the BOD5 and COD parameters exceeded
the predetermined quality standard values. Testing the parameters of calorific value,
moisture content, volatile content, and ash content for the potential of waste into RDF
from the three waste samples in accordance with the limits set by Ministry of Industry.
The management direction carried out is the construction of a Material Recovery
Facility/Integrated Waste Processing Site with an area of 6.419 m2 and strives for
institutional involvement in the realization of waste-to-energy processing.
