ABSTRACT
This research aims to (1) analyze the impact of realization of health
spending on the Human Development Index (HDI) of provinces in Java Island from
2014 to 2022, (2) analyze the impact of realization of education spending on the
Human Development Index (HDI) of provinces in Java Island from 2014 to 2022,
and (3) analyze the impact of realization of social protection spending on the
Human Development Index (HDI) of provinces in Java Island from 2014 to 2022.
The method used in this research is a quantitative approach with panel data.
Additionally, the type of data used is secondary data sourced from the Central
Statistics Agency (Badan Pusat Statistik), the Ministry of Finance (Kementerian
Keuangan), and the Directorate General of Fiscal Balance (Direktorat Jenderal
Perimbangan Keuangan). The analytical tool employed in this research is panel
data regression analysis using software such as EViews 13. The results of this
research indicate that realization of health spending and education spending has a
positive impact on the Human Development Index (HDI) of provinces in Java Island
from 2014 to 2022. Meanwhile, social protection spending does not affect the
Human Development Index (HDI) of provinces in Java Island from 2014 to 2022.
Healh spending, education spending, and social protection spending
simultaneously impact the Human Development Index (HDI) of provinces in Java
Island from 2014 to 2022.

INTISARI
Penelitian ini bertujuan untuk (1) menganalisis pengaruh belanja kesehatan
terhadap Indeks Pembangunan Manusia (IPM) provinsi di Pulau Jawa tahun 2014
– 2022. (2) menganalisis pengaruh belanja pendidikan terhadap Indeks
Pembangunan Manusia (IPM) provinsi di Pulau Jawa tahun 2014 – 2022. (3)
menganalisis pengaruh belanja perlindungan sosial terhadap Indeks Pembangunan
Manusia (IPM) provinsi di Pulau Jawa tahun 2014 -2022. Metode yang digunakan
dalam penelitian ini adalah pendekatan kuantitatif dengan data panel. Selain itu,
jenis data yang digunakan adalah data sekunder yang bersumber dari Badan Pusat
Statistik (BPS), Kementerian Keuangan (Kemenkeu), dan Direktorat Jenderal
Perimbangan Keuangan (DJPK). Alat analisis yang digunakan dalam penelitian ini
adalah analisis regresi data panel dengan menggunakan software berupa EViews 13.
Hasil penelitian menunjukkan bahwa belanja kesehatan dan belanja pendidikan
berpengaruh positif terhadap Indeks Pembangunan Manusia (IPM) provinsi di
Pulau Jawa tahun 2014 – 2022. Sedangkan, belanja perlindungan sosial tidak
berpengaruh terhadap Indeks Pembangunan Manusia (IPM) provinsi di Pulau Jawa
tahun 2014 – 2022. Belanja kesehatan, belanja pendidikan, dan belanja
perlindungan sosial secara simultan berpengaruh terhadap Indeks Pembangunan
Manusia (IPM) provinsi di Pulau Jawa tahun 2014 – 2022.
