Abstract
ABSTRAK
Inisiatif LCDI yang diinisiasi oleh Indonesia merupakan upaya dalam mengatasi
masalah mitigasi lingkungan di negara ini. Penelitian ini menggunakan metode
kualitatif deskriptif untuk memahami fenomena, tidak hanya menggambarkan
peristiwa, tetapi juga menguji teori. Analisis dilakukan untuk memahami alasan di
balik inisiasi LCDI oleh Indonesia dan upaya mencapai ekonomi hijau di negara.
Selain itu, penelitian menggunakan teori Konstruktivis dan konsep Ekonomi Hijau
untuk mengetahui korelasi antara teori dengan alasan inisiasi LCDI dan tujuan yang
ingin dicapai. Data dikumpulkan melalui tinjauan literatur serta wawancara,
kemudian data dianalisis dan disampaikan secara deskriptif. Salah satu bagian
LCDI, yakni ekonomi sirkular yang sejalan dengan upaya Indonesia untuk beralih
ke sistem ekonomi ramah lingkungan. Alasan, motivasi, dan upaya inisiasi LCDI
oleh Indonesia diteliti menggunakan teori Konstruktivis pada siklus hidup norma
oleh Martha Finnemore dan Kathryn Sikkink. Terdapat norm emergence yang
menunjukkan pembentukan norma, kemudian norm cascade dimana terjadinya
pengaliran norma serta tahap ketiga adalah norm internalization atau internalisasi
norma yang dilaksanakan di Indonesia. Selain itu penelitian ini mengeksplorasi
korelasi konsep Green economy dengan program-program di dalam LCDI. Meski
memiliki kemajuan dalam implementasinya, tantangan integrasi LCDI dalam
rencana pembangunan masih perlu diatasi, yakni dengan kolaborasi multi-pihak
dan pembiayaan yang memadai.

ABSTRACT
The LCDI initiative, initiated by Indonesia, is an effort to address environmental
mitigation issues in the country. This research uses a descriptive qualitative method
to understand phenomena, not only describing events but also testing theories.
Analysis is conducted to understand the reasons behind Indonesia’s initiation of the
LCDI and efforts to achieve a green economy in the country. In addition, the
research uses Constructivist theory and the concept of Green economy to
understand the correlation between theory and the reasons for the initiation of the
LCDI and the goals to be achieved. Data is collected through literature review and
interviews, then the data is analyzed and presented descriptively. One part of the
LCDI, namely the circular economy, is in line with Indonesia’s efforts to transition
to an environmentally friendly economic system. The reasons, motivations, and
efforts of LCDI initiation by Indonesia are examined using Constructivist theory on
the norm life cycle by Martha Finnemore and Kathryn Sikkink. There is norm
emergence which indicates the formation of norms, then norm cascade where the
flow of norms occurs, and the third stage is norm internalization, or the
internalization of norms carried out in Indonesia. In addition, this research
explores the correlation of the Green economy concept with programs within the
LCDI. Despite progress in its implementation, the challenge of integrating the
LCDI into development plans still needs to be overcome, namely through multi-
party collaboration and adequate financing.
