ABSTRAK
Pernikahan anak merupakan masalah global dan Nepal termasuk sebagai salah satu
dari 10 negara dengan tingkat pernikahan anak tertinggi di dunia. Upaya pemerintah
Nepal melalui langkah hukum seperti menetapkan usia menikah, menetapkan
kebijakan perlindungan hak anak, dan menandatangani konvensi yang berkaitan
dengan hak anak dan perempuan belum dapat mengatasi masalah tersebut. Oleh
karena itu, UNICEF melakukan intervensi terhadap masalah pernikahan anak di
Nepal melalui program yaitu Global Programme to End Child Marriage yang
diterapkan dari tahun 2016 hingga 2019. Penelitian ini menggunakan teori
organisasi internasional oleh Clive Archer yang berfokus pada aspek peran dan
fungsi sebuah organisasi. Upaya UNICEF di Nepal memperlihatkan komitmennya
dalam mengatasi pernikahan anak sebagai pelanggaran hak dan kesejahteraan anak
di Nepal. Melalui peran sebagai arena, instrumen, dan aktor independen, UNICEF
berhasil memberikan intervensi inovatif dan efektif dengan fokus pada pendidikan,
advokasi, penguatan kebijakan, dan layanan perlindungan anak, sehingga dapat
menurunkan tingkat persentase pernikahan anak di Nepal. Kolaborasi dengan
pemerintah dan pemangku kepentingan lainnya telah mempercepat upaya
mengatasi masalah kompleks ini, menjadikan UNICEF sebagai memiliki peran
krusial dalam mewujudkan tujuan global untuk mengakhiri pernikahan anak dan
melindungi hak serta potensi setiap anak di Nepal dan seluruh dunia.

THE ROLE OF THE UNITED NATIONS CHILDREN'S FUND (UNICEF) IN
ADDRESSING CHILD MARRIAGE IN NEPAL FROM 2016 – 2019
ABSTRACT
Child marriage is a global issue, and Nepal ranks among the top 20 countries with
the highest rates of child marriage worldwide. Despite efforts by the Nepalese
government, such as legal measures setting the minimum marriage age, policies for
child protection, and signing conventions related to children's and women's rights,
the problem persists. Therefore, UNICEF has intervened in addressing child
marriage in Nepal through programs such as the Global Programme to End Child
Marriage, implemented from 2016 to 2019. This study employs Clive Archer's
theory of international organizations, focusing on the roles and functions of such
organizations. UNICEF's efforts in Nepal demonstrate its commitment to
addressing child marriage as a violation of children's rights and welfare in Nepal.
Through its roles as an arena, instrument, and independent actor, UNICEF has
successfully provided innovative and effective interventions, focusing on education,
advocacy, policy strengthening, and child protection services, thereby reducing the
percentage of child marriages in Nepal. Collaboration with the government and
other stakeholders has expedited efforts to address this complex issue, making
UNICEF play a crucial role in achieving the global goal of ending child marriage
and protecting the rights and potential of every child in Nepal and worldwide.
