ABSTRAK
Wilayah perbatasan merupakan sebagian dari wilayah negara yang posisinya terletak
pada sisi dalam sepanjang batas wilayah Indonesia dengan negara lain. Meski memiliki
potensi alam yang melimpah, namun wilayah perbatasan tidak terlepas dari
permasalahan-permasalahan yang sangat kompleks karena terdapat banyak faktor yang
krusial didalamnya. Oleh sebab itu sebagai upaya untuk meningkatkan pengelolaan dan
pengawasan wilayah perbatasan, pemerintah membuat kebijakan dengan mendirikan
Pos Lintas Batas Negara (PLBN) yang menjadi pusat pengelolaan dan pelayanan lintas
batas yang berstatus resmi secara internasional. Penelitian ini bertujuan untuk
mengetahui bagaimana dampak dari pembangunan PLBN Aruk terhadap pelayanan
lintas batas di wilayah perbatasan Indonesia-Malaysia. Penelitian ini menggunakan
konsep Coordinated Border Management (CBM) untuk menjelaskan pengaruh PLBN
Aruk terhadap pelayanan lintas batas. Metode kualitatif dipergunakan dengan sumber
data primer dan sekunder melalui hasil wawancara dan pengumpulan data dari berbagai
literatur. Hasil penelitian ini menemukan bahwa CBM diimplementasikan dengan
penyederhanaan alur, peningkatan fasilitas dan penyediaan layanan evaluasi di PLBN
Aruk.

ABSTRACT
Border areas are part of the nation territory that is positioned on the inner side along
the boundaries of Indonesia’s territory with other countries. Although it has abundant
natural potential, the border area is inseparable from very complex problems because
there are many crucial factors in it. Therefore, as an effort to improve management and
supervision of the border areas, the government made a policy by establishing the State
Cross-Border Posts which became the center of cross-border management and services
with official international status. This study aims to determine the impact of the
construction of the Aruk Cross Border Post on cross-border services in the Indonesia-
Malaysia border area. This research uses the concept of Coordinated Border
Management (CBM) to explain the influence of PLBN Aruk on cross-border services.
The qualitative method was used with primary and secondary data sources through
interviews and data collection from various literatures. The results of this study found
that CBM is implemented by simplifying the flow, improving facilities and providing
evaluation services in PLBN Aruk.
