ABSTRAK
Penelitian ini bertujuan untuk mengetahui persepsi masyarakat yang
tinggal di daerah tambang mengenai dampak yang ditimbulkan dari aktivitas
penambangan pasir dan batu bantaran Sungai Progo Yogyakarta. Penelitian ini
menggunakan jenis kualitatif dengan metode studi kasus. Pengumpulan data
primer dilakukan dengan wawancara serta observasi dan melalui dokumen atau
literatur pendukung untuk data sekunder.
Aktivitas penambangan pasir dan batu di bantaran Sungai Progo dengan
menggunakan alat berat secara perseorangan maupun perusahaan dengan dalih
normalisasi aliran sungai pasca Erupsi Gunung Merapi berdasarkan Keputusan
Bupati Sleman Nomor 167/Kep.KDH/A/2012 perubahan atas Nomor
284/Kep.KDH/A/2011 tentang Normalisasi Aliran Sungai Pasca Erupsi
Gunungapi Merapi yang dikeluarkan oleh Bupati Sleman. Peraturan tersebut
disalahpahami oleh berbagai pihak, yang memunculkan geliat pertambangan pasir
tidak terkendali.
Salah satu contoh penambangan pasir dan batu di bantaran Sungai Progo
yang menimbulkan penolakan masyarakat terjadi di Desa Sendangagung
khususnya daerah Wiyu, Pundak Wetan dan Jomboran Yogyakarta. Peneliti
menemukan masyarakat menolak adanya penambangan pasir dan batu di bantaran
Sungai Progo karena masyarakat mempunyai persepsi bahwa perusahaan tambang
mengambilnya dengan alat berat tanpa memperhatikan kelestarian tanah dan
lingkungan yang mengakibatkan terjadi degradasi lahan, longsor, pencemaran
udara, pencemaran air. Disamping itu masyarakat mempertanyakan legitimasi
pemerintah mengeluarkan izin tambang yang tidak transparan.

ABSTRACT
This research aims to determine the perceptions of people living in mining
areas regarding the impacts of sand and stone mining activities on the banks of the
Yogyakarta Progo River. This research uses a qualitative type with a case study
method. Primary data collection is carried out by interviews and observations and
through supporting documents or literature for secondary data.
Sand and stone mining activities on the banks of the Progo River using
heavy equipment by individuals and companies under the pretext of normalizing
river flow after the eruption of Mount Merapi based on Sleman Regent's Decree
Number 167/Kep.KDH/A/2012 amendment to Number 284/Kep.KDH/A /2011
concerning Normalization of River Flows After the Eruption of Mount Merapi
issued by the Regent of Sleman. This regulation was misunderstood by various
parties, which gave rise to uncontrolled sand mining.
One example of sand and stone mining on the banks of the Progo River
which caused community rejection occurred in Sendangagung Village, especially
the Wiyu, Pundak Wetan and Jomboran areas of Yogyakarta. Researchers found
that the community rejects sand and stone mining on the banks of the Progo River
because the community has the perception that mining companies take it with
heavy equipment without paying attention to soil and environmental
sustainability, which results in land degradation, landslides, air pollution and
water pollution. Apart from that, the community questions the legitimacy of the
government in issuing non-transparent mining permits.
