Abstract

ABSTRAK
India merupakan salah satu negara demokrasi terbesar di dunia sekaligus
yang memiliki banyak persoalan mengenai perempuan terutama dalam bidang
politik. Partisipasi perempuan India dalam politik masih tergolong rendah apabila
dibandingkan dengan negara lain. Rendahnya partisipasi politik perempuan India
diakibatkan adanya budaya dan diskriminasi terhadap perempuan yang ingin
terlibat dalam politik. Penelitian ini ditujukan untuk mengetahui apa yang menjadi
faktor-faktor pendorong peningkatan representasi perempuan di parlemen India
tahun 2009-2019. Guna menjawab rumusan masalah, penelitian ini menggunakan
konsep partisipasi politik yang dikemukakan oleh Huntington dan Nelson bahwa
partisipasi politik menjadi salah satu bentuk kegiatan warga negara baik individu
maupun kelompok yang dapat memengaruhi pembuatan kebijakan pemerintah
negara. Metode riset kualitatif yang dipergunakan dalam penelitian ini membantu
untuk menemukan bahwa peningkatan representasi perempuan di India didorong
oleh adanya peningkatan kesadaran politik, peningkatan kemandirian ekonomi dan
implementasi affirmative action bagi perempuan di India.

ABSTRACT
India is one of the largest democracies in the world as well as having many
problems regarding women, especially in politics. Indian women's participation in
politics is still relatively low when compared to other countries. The low political
participation of Indian women is due to culture and discrimination against women
who want to be involved in politics. This research aims to find out what are the
factors driving the increase in women's representation in the Indian parliament in
2009-2019. In order to answer the formulation of the problem, this study uses the
concept of political participation proposed by Huntington and Nelson that political
participation is a form of citizen activity both individuals and groups that can
influence the making of state government policies. The qualitative research method
used in this study helps to find that the increase in women's representation in India
is driven by increased political awareness, increased economic independence and
the implementation of affirmative action for women in India.
