Penurunan kinerja IPAL komunal di Kabupaten Sleman terjadi di beberapa lokasi,
salah satunya di IPAL komunal Ngudi Saras. Air hasil pengolahan dari IPAL komunal ini
menurut data uji kualitas air Dinas Lingkungan Hidup Kabupaten Sleman memiliki beberapa
parameter yang tidak sesuai dengan baku mutu Peraturan Menteri Lingkungan Hidup dan
Kehutanan Republik Indonesia Nomor 68 Tahun 2016 Tentang Baku Mutu Air Limbah
Domestik yaitu: BOD, COD, dan amonia total. Tujuan penelitian ini adalah mengevaluasi
kualitas air limbah dan air sungai cabang Sungai Sembung pada daerah cakupan IPAL
komunal, mengevaluasi efektivitas kinerja IPAL komunal Ngudi Saras, dan membuat
perencanaan rehabilitasi sebagai arahan pengelolaan yang dilakukan berdasarkan data
efektivitas kinerja IPAL komunal Ngudi Saras.
Metode penelitian yang digunakan pada penelitian ini adalah metode kuantitatif.
Selain itu penelitian ini menggunakan dua macam data, yaitu data primer dan data sekunder
untuk bahan yang utama bagi penelitian ini. Pada penelitian ini terdapat tahapan awal yaitu
melakukan pengumpulan data yang berisi survei dan pemetaan, sampling, dan analisis
parameter kimia air di laboratorium. Sampel air diambil di 4 titik pada IPAL komunal dan 3
titik pada sungai. Parameter yang diuji pada sampel air yang diambil adalah BOD yang
mengacu pada SNI 6989 72-2009 COD yang mengacu pada SNI 6989 2-2019, dan amonia
total yang mengacu pada SNI 06-6989 30-2005.
Hasil uji air kemudian dilakukan perhitungan evaluasi standar stream dan evaluasi
standar effluent. Didapatkan hasil bahwa parameter amonia total pada perhitungan evaluasi
standar effluent masih perlu dilakukan reduksi sebesar 67,4742%. Dengan amonia total yang
masih perlu dilakukan reduksi, maka perlu dilakukan pengelolaan berupa rehabilitasi IPAL
komunal Ngudi Saras dengan penambahan unit filtrasi. Sehingga jika parameter amonia total
telah tereduksi maka air buangan dari IPAL komunal Ngudi Saras tidak akan mencemari
lingkungan.

ABSTRACT
The decline in the performance of the communal WWTP has occurred in several
locations, one of which is the Ngudi Saras communal WWTP. According to data from water
quality test data from the Sleman Regency Environmental Service, the treated water from
the communal WWTP has several parameters that are not in accordance with the quality
standards of Government Regulation No. 22 of 2021 concerning the Implementation of
Environmental Protection and Management, namely: BOD, COD, and ammonia. The
purpose of this research is to evaluate the quality of wastewater and the branch river water
of the Sembung River in the coverage area of the communal WWTP, evaluate the
effectiveness of the performance of the Ngudi Saras communal WWTP, and make a
rehabilitation plan as a management direction based on performance effectiveness data of
the Ngudi Saras communal WWTP.
The research method used in this study is a quantitative method. In addition, this
study uses two types of data, namely primary data and secondary data for the main material
for this research. In this study, there were initial stages, namely collecting data which
contained surveys and mapping, sampling, and analysis of water chemical parameters in the
laboratory. Water samples were taken at 4 points in the communal WWTP and 3 points in
the river. The parameters tested on the water samples taken were BOD which refers to SNI
6989 72-2009 COD which refers to SNI 6989 2-2019, and ammonia which refers to SNI 06-
6989 30-2005.
The results of the water test on the final tank of the communal wastewater treatment
plant (IPAL) revealed that the BOD parameter had a value of 7.0 mg/L, COD had a value
of 12.9 mg/L, and ammonia had a value of 30.7448 mg/L. All three parameters have not met
the quality standards set by the Minister of Environment and Forestry of the Republic of
Indonesia, Regulation Number 68 of 2016 concerning the Domestic Wastewater Quality
Standards. Therefore, a rehabilitation planning is necessary to prevent the communal
WWTP's wastewater from polluting the environment using filtration methods.
