Produksi blackwater akan meningkat seiring dengan pertumbuhan jumlah
penduduk. Salah satu upaya mengatasi produksi blackwater agar tidak mencemari
lingkungan adalah dengan didirikan Instalasi Pengolahan Lumpur Tinja (IPLT). IPLT
Banyuroto merupakan salah satu IPLT di Provinsi Daerah Istimewa Yogyakarta yang
berlokasi di Kelurahan Banyuroto, Kapanewon Nanggulan, Kabupaten Kulon Progo.
Kinerjanya saat ini masih dirasa kurang optimal dalam upaya menurunkan konsentrasi
parameter beban pencemar yang ditunjukkan dengan konsentrasi total coliform yang
tinggi. Penelitian ini bertujuan untuk mengevaluasi IPLT Banyuroto berdasarkan kinerja
unit proses dalam penurunan parameter BOD, COD, dan total coliform, kualitas tanah
dekat outlet dengan parameter total coliform, potensi padatan hasil pengolahan lumpur
tinja terhadap standar mutu pupuk kompos berdasarkan parameter kadar air dan fecal coli
serta merancang optimalisasi kinerja IPLT berdasarkan hasil evaluasi.
Berdasarkan tujuan maka penelitian ini dilakukan dengan menggunakan metode
penelitian kuantitatif dan kualitatif. Pengambilan data dilakukan dengan metode
pengamatan langsung dan analisis berdasarkan data sekunder. Proses pengambilan sampel
dilakukan dengan metode purposive sampling untuk air limbah dan sampel tanah serta
metode grab sampling untuk pengambilan sampel padatan hasil pengolahan. Metode
analisis dan evaluasi menggunakan dua metode, yaitu metode analisis matematis dan
metode analisis deskriptif.
Hasil uji laboratorium menunjukkan bahwa parameter Biological Oxygen Demand
(BOD), Chemical Oxygen Demand (COD) pada efluen IPLT sudah memenuhi baku mutu,
sedangkan konsentrasi total coliform masih melebihi baku mutu yang mengacu pada
Permen LHK No. 68 tahun 2016. Tanah yang berada di sekitar IPLT memiliki
permeabilitas yang termasuk pada kelas agak lambat dengan porositas tanah berada pada
kelas porous dan kandungan total coliform >1.100 MPN/gr total. Pengambilan sampel
tanah ini tidak berada di arah aliran yang sama, sehingga porositas dan permeabilitas tidak
mempengaruhi penyebaran total coliform. Padatan hasil pengolahan dengan pengeringan
30 hari memiliki kandungan kadar air sebesar 11,392% dan kandungan Fecal coli sebesar
150 MPN/gr total serta sudah memenuhi baku mutu pembuatan pupuk kompos menurut
SNI 19-7030-2004. Upaya optimalisasi dapat dilakukan dengan melakukan penambahan
unit berupa Sludge Separation Chamber (SSC) berukuran panjang 11 m dan lebar 5,5 m;
kolam penampung berukuran panjang 7 m dan lebar 3,5 m; dan rumah kompos yang
berukuran panjang 10 m dan lebar 5 m ataupun dapat dilakukan perbaikan desain IPLT
agar dapat mencapai 100% pelayanan. Perlu dilakukan kerja sama antar berbagai pihak
instansi dinas, inventaris, pembinaan penjaga IPLT, alur pelayanan diperjelas, dan
pengecekan kualitas air hasil olahan serta sosialisasi kepada masyarakat akan pentingnya
pengolahan lumpur tinja secara berkala.

ABSTRACT
Blackwater production will increase along with population growth. One of the
which is handling blackwater production, so it can not pollute the environment by
establish a Fecal Sludge Treatment Plant (STP). Banyuroto STP is one of the STPs in
Yogyakarta Special Region Province located in Banyuroto Village, Kapanewon
Nanggulan, Kulon Progo Regency. In existing performances considered not optimal in an
effort to reduce the concentration of pollutant load parameters as indicated by high total
coliform concentrations. This study aims to evaluate the Banyuroto STP based on the
performance of the process unit in reducing BOD, COD, and total coliform parameters,
soil quality near the outlet with total coliform parameters, potential solids from septage
treatment against compost quality standards based on water content and fecal coli
parameters and to design optimisation of STP performance based on the evaluation
results.
Based on the objectives, this research was conducted using quantitative and
qualitative research methods. Data collection was carried out by direct observation
method and analysis based on secondary data. The sampling process is carried out by
purposive sampling method for wastewater and soil samples and grab sampling method
for sampling solids from processing. The analysis and evaluation method uses two
methods, namely the mathematical analysis and the descriptive analysis method.
Laboratory test results show that the Biological Oxygen Demand (BOD), Chemical
Oxygen Demand (COD) parameters in the effluent of the STP have met the quality
standards, while the total coliform concentration still exceeds the quality standards
referring to Permen LHK No. 68 of 2016. The soil around the IPLT has permeability that
is included in the rather slow class with soil porosity in the porous class and total coliform
content >1,100 MPN / total grams. This soil sampling was not in the same flow direction,
so porosity and permeability did not affect the distribution of total coliform. Solids from
processing with 30 days drying have a moisture content of 11.392% and Fecal coli content
of 150 MPN/gr total and have met the quality standards for making compost according to
SNI 19-7030-2004. Optimisation efforts can be carried out by adding units in the form of
a Sludge Separation Chamber (SSC) measuring 11 m long and 5.5 m wide; a holding pond
measuring 7 m long and 3.5 m wide; and a compost house measuring 10 m long and 5 m
wide or improvements can be made to the design of the STP so that it can achieve 100%
service. There is a need for cooperation between various agencies, inventory, guidance of
the IPLT caretaker, clarification of service flow, and checking of treated water quality as
well as socialisation to the community on the importance of desludging treatment on a
regular basis.
