INTISARI
PT Adaro Indonesia merupakan salah satu perusahaan pemegang IUP dan
IUPK yang bergerak dibidang pertambangan batubara yang berlokasi di Kabupaten
Tabalong dan Balangan Provinsi Kalimantan Selatan. Kegiatan pertambangan yang
beroperasi di lokasi penelitian yakni Pit Tutupan HW 3 memiliki permasalahan yaitu
belum dilakukannya upaya reklamasi pada lahan seluas 25,65 ha. Menurut PP No. 78
Tahun 2010 tentang Reklamasi dan Pascatambang pasal 5 ayat 1 disebutkan bahwa
pemegang IUP dan IUPK yang telah menyelesaikan kegiatan studi kelayakan
diharuskan melakukan pengajuan terkait permohonan persetujuan rencana reklamasi
dan rencana pascatambang sehingga reklamasi menjadi kewajiban setelah
dilakukannya kegiatan penambangan. Dengan demikian, penelitian ini bertujuan untuk
1) menentukan perencanaan teknis kegiatan reklamasi yang sesuai untuk kawasan
hutan di lokasi penelitian dan 2) mengetahui biaya yang dibutuhkan untuk
melaksanakan kegiatan reklamasi di lokasi penelitian.
Metode yang digunakan pada penelitian ini adalah metode kuantitatif. Metode
pengumpulan data dilakukan dengan studi pustaka, survei dan pemetaan terhadap
lingkungan eksisting, pengambilan sampel tanah, dan analisis laboratorium. Dalam
analisisnya, penelitian ini menggunakan metode cut and fill, deskriptif, dan matematis.
Rencana kegiatan penatagunaan lahan pada lokasi penelitian mencakup
penataan lahan, penebaran tanah pucuk, dan pembuatan saluran drainase. Metode yang
digunakan untuk menata lahan adalah metode cut and fill. Luas area penataan lahan
seluas 256.500 m 2 dengan volume tanah yang di gali (cut) sebesar 755.054,128 BCM
dan volume tanah yang di timbun (fill) sebesar 38.709,307 BCM. Unit alat berat yang
digunakan yakni 5 unit Excavator Backhoe Komatsu PC-300, 1 unit Excavator
Backhoe Komatsu PC-200, 10 unit Dump Truck HINO 500 FM 260 JD, dan 1 unit
Bulldozer Komatsu D85. Rencana kegiatan revegetasi menggunakan tanaman sengon
(Paraserianthes falcataria) sebanyak 16.929 batang, mahoni (Mahogani) sebanyak
8.465 batang, dan durian (Durio zibethinus) sebanyak 2.822 batang dengan jarak
tanam 3 m x 3 m. Total Biaya yang dibutuhkan dalam kegiatan reklamasi pada lokasi
penelitian dengan luas area reklamasi sebesar 25,65 ha yaitu Rp. 11.088.998.467,68.

ABSTRACT
PT Adaro Indonesia is one of the companies holding IUP (Mining Business
License) and IUPK (Special Mining Business License) that operates in the coal mining
sector, located in Tabalong and Balangan Regencies, South Kalimantan Province.
According to Government Regulation No. 78 of 2010 concerning Reclamation and
Post-Mining, stated in Article 5, paragraph 1, it is mentioned that the holders of IUP
and IUPK who have completed the feasibility study are required to submit an
application for the approval of reclamation and post-mining plans, making
reclamation an obligation after mining activities are carried out. The mining activity
operating in the research location is Pit Tutupan HW 3, which faces an issue of no
reclamation efforts being conducted on a land area of 25.65 hectares. Therefore, this
research aims to 1) determine the appropriate technical planning for reclamation
activities in the forest area at the research location and 2) determine the cost required
to implement reclamation activities at the research location.
The method used in this study is quantitative research. Data collection methods
include literature review, survey and mapping of the existing environment, soil
sampling, and laboratory analysis. In its analysis, this research utilizes cut and fill,
descriptive, and mathematical methods.
The land reclamation plan at the research site includes land arrangement,
topsoil spreading, and drainage channel construction. The method used for land
arrangement is the cut and fill method. The total area of land arrangement is 256,500
m2, with a cut volume of 755,054.128 BCM and a fill volume of 38,709.307 BCM. The
heavy equipment units used consist of 5 units of Komatsu PC-300 Excavator Backhoe,
1 unit of Komatsu PC-200 Excavator Backhoe, 10 units of HINO 500 FM 260 JD
Dump Truck, and 1 unit of Komatsu D85 Bulldozer. The reforestation plan involves
planting 16,929 stems of sengon trees (Paraserianthes falcataria), 8,465 stems of
mahogany trees (Mahogany), and 2,822 stems of durian trees (Durio zibethinus) with
a planting spacing of 3 m x 3 m. The total cost required for the reclamation activities
at the research site, covering an area of 25.65 ha, is Rp. 11,088,998,467.68.
