ABSTRAK
Penelitian ini bertujuan untuk menguji pengaruh kinerja keuangan pemerintah daerah
yang berupa rasio derajat desentralisasi fiskal, rasio pertumbuhan PAD, rasio
efektivitas, dan rasio efisiensi serta sisa lebih pembiayaan anggaran (SILPA) terhadap
belanja modal pada pemerintah kabupaten/kota di Provinsi Jawa Tengah periode
2019-2021. Penelitian ini menggunakan data sekunder yang diperoleh dari situs resmi
Badan Pusat Statistik Provinsi Jawa Tengah dan Kementerian Keuangan Republik
Indonesia. Teknik pengambilan sampel menggunakan metode sampling jenuh.
Sampel dalam penelitian ini berjumlah 35 kabupaten/kota di Provinsi Jawa Tengah.
Model analisis yang digunakan dalam penelitian ini adalah analis deskriptif, uji
asumsi klasik, analisis regresi berganda, dan analisis hipotesis. Hasil penelitian
menunjukkan bahwa Rasio Derajat Desentralisasi Fiskal, Rasio Efisiensi, dan Sisa
Lebih Pembiayaan Anggaran (SILPA) berpengaruh terhadap Belanja Modal,
sementara Rasio Pertumbuhan PAD dan Rasio Efektivitas tidak berpengaruh terhadap
belanja modal pemerintah kabupaten/kota di Provinsi Jawa Tengah periode 2019-
2021.

ABSTRACT
This study aims to examine the effect of regional government financial performance
in the form of ratios of the degree of fiscal decentralization ratio, PAD growth ratio,
effectiveness ratio, efficiency ratio, and financing budget surplus (SILPA) on
spending capital in regency/city governments in Central Java Province for the 2019-
2021 period . This study uses secondary data obtained from the official website of the
Central Bureau of Statistics for Central Java Province and the Ministry of Finance of
the Republic of Indonesia. The sampling technique uses saturated sampling method.
The sample in this study amounted to 35 districts/cities in Central Java Province. The
analytical model used in this research is descriptive analysis, classical assumption
test, multiple regression analysis, and hypothesis analysis. The results of the study
show that the Fiscal Decentralization Ratio, Efficiency Ratio, and Financing Budget
Surplus (SILPA) affect Capital Expenditure, while the PAD Growth Ratio and
Effectiveness Ratio do not affect capital spending by district/city governments in
Central Java Province for the 2019-2021 period.
