ABSTRAK
Skripsi ini membahas usaha sekuritisasi pandemi COVID-19 oleh Pemerintah
Singapura pada sepanjang tahun 2020. Penelitian ini menggunakan metodologi
kualitatif deskriptif dengan memanfaatkan analisis sistematis terstruktur terhadap
data primer dan sekunder yang terkait untuk mengetahui bagaimana usaha
pemerintah Singapura dalam menghadapi COVID-19. Pemerintah Singapura
menghadapi ancaman pandemi COVID-19 yang berpotensi dapat melumpuhkan
ekonomi dan sistem kesehatan publik jika tidak dilakukan usaha mitigasi yang
benar. Melalui sekuritisasi, pemerintah Singapura mengerahkan kekuasaan koersif
untuk memberlakukan tindakan luar biasa dengan kebijakan seperti Circuit Breaker
Measures, penutupan pintu masuk internasional, penerapan hukum POFMA
dengan ketat, dan penggunaan TraceTogether. Kebijakan yang efektif adalah
penggunaan TraceTogether memudahkan pelacakan kontak secara cepat dan
Circuit Breaker Measures berhasil mencegah penyebaran lebih luas. Dari penelitian
ini menyimpulkan bahwa pendekatan sekuritisasi masih relevan dalam menangani
ancaman pandemi.

ABSTRACT
This thesis discusses the COVID-19 pandemic securitization efforts by the
Government of Singapore throughout 2020. This research uses a descriptive
qualitative methodology by utilizing a structured systematic analysis of relevant
primary and secondary data to find out how the Singapore government's efforts are
dealing with COVID-19. The Singapore government faces the threat of the COVID-
19 pandemic which has the potential to undermine the economy and public health
system if proper mitigation efforts are not carried out. Through securitization, the
Government of Singapore imposed coercive measures to enforce preventive
policies such as Circuit Breaker Measures, closing international entry points, strict
enforcement of the POFMA law, and use of TraceTogether. The effective policy is
the use of TraceTogether facilitates rapid contact tracing and Circuit Breaker
Measures successfully prevent wider spread of the pandemic. This study concludes
that the securitization approach is still relevant in dealing with the threat of a
pandemic, in the context of city-state such as Singapore.
