Abstract
Mining industry is a part of economical activity which is hoped to be the main pole
for the economical growth and regional development, especially because of the
advantageous multiplier effects to the local people. In this country, the presence of mining
industry has made a good impact and a bad one.
Mineral industry which has a special characteristic, namely, a huge capital and the
long payback period, needs a guarantee from the government for the investment. Because
of the uncertain politic situation, social-economic, and environmental condition, the
investment on mineral industry is truly influenced. Besides, the bias of the world recession
and the going-down-mineral commodity tend to slope down these days. These make the
mineral industry trapped in a bad and unlucky situations.
The changing of the number one person in this country, four times in four years,
from Suharto - Megawati, has created many conflicts caused by unstable rules between the
Central Government and the Regional Government. There are no fixed rules of law (as it
happened to Manulife case), no guarantee of security, no certainty of problem solving on
the case of separatism in other provinces, the unfinished cases of corruption, collusion,
and nepotism (KKN), the overlapping rules and management of land, and environmental
issues. All of those cases have made the barriers in mining, industrial investment in
Indonesia. The newest rules found in RAPBN 2003 concerning to extensive and intensive
taxes as the main resource of state incomes are not proportional, unjust, and far from
transparency. These make the condition worse in mining industry in Indonesia.
In this multi-dimension problem, there is still a hope and a chance in gaining the
new inventors on mining industry because Indonesia has so many potential nature
resources that are unmapped. In the last two years there is a positive increase in the sector
of macro economics, the revision of law products, and the UUD’45. Unfortunately, we also
have to be careful and ready to anticipate for there is a thesis on “The Removal of
Indonesia from the World Map in 2025” and it seems there are some attempts of doing
so
