Abstract

The failure of agricultural orientation can be shown by the weakness of farmer as a social capital. The weakness indicated from the decrease of welfare and the gap of the social relationship pattern of farmer. To overcome this condition, it needs fundamental effort to increase dignity, empowerment, and the farmer's freedom to reach development of agricultural success.
The success of agricultural development must be placed the farmer as a social capital in agricultural industry relation that more egalitarian. This effort can be achieved by increasing the role of local institution or new institution, so the farner belong good bargaining position equal with their contribution.
