Abstract
Most of the perpetrators of SMEs is still facing difficulties in accessing
credit to financial institutions particularly banks. This study aims to analyze how
the problems and prospects for the establishment of credit guarantee institutions
for SMEs in DIY in order to improve access to credit to financial institutions
particularly banks. Issues examined include the legality, institutional, capital, and
human resources. Analysis of the outlook include potential market, an alternative
scheme of underwriting, credit guarantee service capacity, and business risk.
