Abstract
ABSTRACT Floods occurred in district and Bagelen and Purwodadi in Central Java province's Purworejo is a regular flooding was that’s happens almost the flood every year. The last flooding which occurred on June 26, 2014 struck several subdistricts in the Regency of Purworejo, one of the Sub knocked on when it happens in district Bagelen. The chronology of the events that were recorded about the same incident that occurred on the previous, that occurs with heavy rain intensity long enough. Frequently occurring flood with long duration can disturb/community activities in the flood-prone. The purpose of this research was intended to find out the level of insecurity flood zoning and zoning of the levels of expected to determine the direction of mitigation appropriate in the area of research. The methods used in this research is a survey method, interviews, scoring and overlay. To determine the level of insecurity flood zoning used some of the parameters used in this study, include: precipitation, slope, soil texture, slope infiltration, land use, the height of the inundation, the frequency of inundation and long standing. From some of the parameters mentioned above then conducted an analysis of stacking/overlay using the Arcgis program. Based on the results of an analysis of zoning classification level flood insecurity, is at level 2 levels that is enough an area of 878.926 Ha or 73.21% and less good with an area of 289.669 Ha or 24.79%. Mitigation efforts are being made to cope with the catastrophic flooding in the areas of research, namely including leasehold improvements over the effort to recommend and means of flood control, monitor and evaluate data on rainfall, Flood inundation areas, and other information, making the patio bench/trap in the river side repair, drainage system, making the design of the House hold floods, river flow, install the normalization of levee reinforced concrete, as well as the participation of the public not to throw garbage in the river and participated in the disastrous campaign of caring. Keywords: Mitigation, Disaster, Flood, Insecurity INTISARI Banjir terjadi di kecamatan Bagelen dan Kecamatan Purwodadi Kabupaten Purworejo Provinsi Jawa Tengah merupakan bencana banjir yang terjadi hampir setiap tahun. Banjir terakhir yang terjadi pada tanggal 26 Juni 2014 melanda beberapa kecamatan yang berada di Kabupaten Purworejo, salah satu kecamatan yang terlanda pada saat itu terjadi di Kecamatan Bagelen. Kronologi kejadian yang tercatat hampir sama dengan yang terjadi pada kejadian sebelumnya, yaitu terjadi hujan deras dengan intensitas cukup lama. Seringnya terjadi banjir dengan durasi lama dapat mengganggu aktifitas/kegiatan masyarakat yang berada di wilayah rawan bencana banjir. Tujuan dari penelitian ini dimaksudkan untuk mengetahui zonasi tingkatan kerawanan bencana banjir dan dari tingkatan zonasi yang didapat diharapkan mampu menentukan arahan mitigasi yang tepat di daerah penelitian. Metode yang digunakan dalam penelitian ini adalah metode survey, wawancara, scoring dan overlay. Untuk menentukan zonasi tingkat kerawanan banjir digunakan beberapa parameter yang digunakan dalam penelitian ini, meliputi: curah hujan, kemiringan lereng, tekstur tanah, infiltrasi, penggunaan lahan, tinggi genangan, frekuensi genangan dan lama genangan. Dari beberapa parameter yang telah disebutkan diatas kemudian dilakukan analisis tumpang susun/overlay dengan menggunakan program Arcgis. Berdasarkan hasil analisis pengklasifikasian zonasi tingkat kerawanan bencana banjir, berada pada tingkat 2 tingkatan yaitu cukup dengan luas 878.926 Ha atau 73.21% dan kurang baik dengan luas 289.669 Ha atau 24.79% Upaya mitigasi yang dilakukan untuk menanggulangi bencana banjir di daerah penelitian yaitu diantaranya merekomendasikan upaya perbaikan atas prasarana dan sarana pengendalian banjir, memonitor dan mengevaluasi data curah hujan, banjir, daerah genangan dan informasi lain, pembuatan Teras bangku/trap di sisi sungai, perbaikan sistem drainase, pembuatan desain bangunan rumah tahan banjir, normalisasi alur sungai, memasang tanggul beton bertulang, serta partisipasi masyarakat untuk tidak membuang sampah di sungai dan ikut serta dalam kampanye peduli bencana.
