ABSTRAK
Penelitian ini bertujuan untuk menganalisis framing Surat Kabar Harian Kompas
dalam pro-kontra pembangunan di Labuan Bajo sebagai destinasi super prioritas.
Dalam penelitian ini Labuan Bajo dipandang sebagai sebuah entitas pariwisata,
yang kemudian karena pembangunannya digolongkan sebagai destinasi super
prioritas. Adanya pembangunan tersebut memunculkan pro-kontra di tengah
masyarakat. Masyarakat dan lingkungan dinilai menjadi korban pembangunan.
Penelitian ini sebenarnya berusaha meneliti bagaimana framing pemberitaan Surat
Kabar Harian Kompas dalam pro-kontra pembangunan tersebut. Analisi dalam
penelitian ini menggunakan perangkat framing dengan model Zhongdang Pan dan
Gerald M. Kosicki. Model ini lebih fokus pada elemen-elemen struktural berita,
seperti bagaimana pemakaian kata, bentuk kalimat, gaya wartawan mengemas
berita, dan lainnya, yang dapat mengarahkan pandangan khalayak. Model ini juga
banyak menggunakan pendekatan linguistik yang telah mencakup pembingkaian
wacana, dan penonjolan suatu bagian peristiwa maupun penekanan fakta, yang
kemudian dikategorisasi dalam empat strukutur, yakni struktur sintaksis, struktur
skrip, struktur tematik, dan struktur retoris. Adapun objek dalam penelitian ini
adalah empat berita atau berita yang diterbitkan oleh Surat Kabar Harian Kompas
pada periode 2019-2020, khususnya yang bertema pembangunan di Labuan Bajo
sebagai destinasi super prioritas. Secara umum hasil dari penelitian ini adalah Surat
Kabar Harian Kompas sebagai sebuah media cenderung mengglorifikasi
pembangunan infrastruktur pariwisata di Labuan Bajo. Investasi dalam jumlah
besar yang dibutuhkan, normalisasi pembebasan lahan, serta hampir tidak adanya
potensi kerusakan pada lingkungan, serta peran sentral Jokowi dalam pembangunan
menjadi beberapa poin inti dari berita yang dianalisis. Surat Kabar Harian Kompas
mengkonstruksi pembangunan sebagai syarat utama serta vital untuk mewujudkan
predikat Labuan Bajo sebagai destinasi super prioritas.

ABSTRACT
This study aims to analyze the framing of the Surat Kabar Harian Kompas in the
pros and cons of development in Labuan Bajo as a super priority destination. In
this research, Labuan Bajo is seen as a tourism entity, because of its development
is classified as a super priority destination. The existence of this development raises
the pros and cons in the community. The community and the environment are
considered to be victims of development. This research is actually trying to examine
how the framing of the Surat Kabar Harian Kompas in the pros and cons of the
development. The analysis in this study uses a framing device with the model of
Zhongdang Pan and Gerald M. Kosicki. This model focuses more on the structural
elements of the news, such as how to use words, form of sentences, the style of
journalists to package news, and others, which can direct the audience's views. This
model also uses a lot of linguistic approaches that include framing discourse, and
highlighting a part of events as well as emphasizing facts, which are then
categorized into four structures, namely syntactic structure, script structure,
thematic structure, and rhetorical structure. The objects in this study are four news
stories published by the Surat Kabar Harian Kompas in the period of 2019-2020,
especially those with the theme of development in Labuan Bajo as a super priority
destination. Generally, the result of this research is that the Surat Kabar Harian
Kompas tends to glorify the development of tourism infrastructure in Labuan Bajo.
The large amount of investment required, the normalization of land acquisition,
almost zero potential for damage to the environment,Jokowi's central role in
development are some of the main points of the news analyzed. The Surat Kabar
Harian Kompas constructs development as the main and vital requirement to
realize Labuan Bajo's predicate as a super priority destination.
