PENANGANAN ISU KESEHATAN PADA MASA PANDEMI COVID-19
ABSTRAK
Penelitian ini membahas tentang kepatuhan Indonesia terhadap Rezim
Internasional IHR (International Health Regulation) 2005 dalam penanganan
pandemi COVID-19 di Indonesia. Pasca ditetapkannya COVID-19 sebagai
pandemi global dan menginvasi hampir seluruh negara di dunia, secara praktis
negara-negara di dunia kemudian memberlakukan kebijakan isolasi, karantina, dan
pembatasan sosial dalam upaya mencegah penularan virus dengan level komitmen
dan efektivitas yang berbeda. Penelitian ini menggunakan teori Rezim Internasional
dan Teori Kepatuhan dalam menganalisis kepatuhan Indonesia dalam penanganan
pandemi COVID-19. Metode penelitian yang digunakan adalah Penelitian kualitatif
yang digunakan dalam mengeksplorasi dan memahami makna oleh sejumlah
individu atau kelompok orang dianggap berasal dari masalah sosial dan
kemanusiaan serta menggunakan teknik analisis kualitatif deskriptif. Hasil
penelitian menunjukan bahwa Indonesia dalam melakukan penanganan COVID-19
telah memenuhi indikator dalam teori kepatuhan oleh Mitchell berupa output,
outcome, dan impact. Sehingga berdasarkan analisis tersebut, Indonesia memenuhi
ketiga indikator kepatuhan yang disampaikan oleh Mitchell, bahwa Indonesia patuh
terhadap rezim internasional IHR 2005 dalam pelaksanaan mitigasi COVID-19.

INDONESIA'S COMPLIANCE WITH THE INTERNATIONAL HEALTH
REGULATION IN HANDLING OF HEALTH ISSUES DURING THE
COVID-19 PANDEMIC
ABSTRACT
This study discusses Indonesia’s complianment of International regime IHR
(International Health Regulation) 2005 as the policy of mitigation of COVID-19 in
Indonesia. After the establishment of COVID-19 as a global pandemic and invaded
to almost all countries in the world, practically implemented policies of isolation,
quarantine and social restrictions as an effort to prevent transmission of the virus
with different levels of commitment and effectiveness. This study uses the
International Regime theory and Compliance Theory in analyzing Indonesia's
complianment in handling the COVID-19 pandemic. This research uses qualitative
method which is used in exploring and understanding the meaning by a number of
individuals or groups of people ascribed to social and humanitarian issues and
using descriptive qualitative analysis techniques. The results of the research show
that Indonesia in handling COVID-19 has fulfilled the indicators of Mitchell’s
Compliance theory in the form of output, outcome and impact. So based on this
analysis, Indonesia meets the three compliance indicators presented by Mitchell,
that Indonesia complies with the 2005 IHR international regime in the
implementation of COVID-19 mitigation.
