Abstract
ABSTRAK
Cina, yang telah menjadi salah satu kekuatan ekonomi dunia, kini tengah
semakin multipolarnya sistem internasionalnya. Pada tanggal 15 Juni 2001 Cina,
Rusia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan dan Uzbekistan
membentuk Shanghai Cooperation Organization (SCO). Pada tahun 2017, India
dan Pakistan resmi menjadi anggota SCO. Cina sebelumnya cenderung menolak
untuk India bergabung sebagai anggota SCO tanpa Pakistan yang turut juga
bergabung di SCO. Kemudian, Cina merubah sikapnya sehingga India dan Pakistan
dapat bergabung ke dalam keanggotaan SCO. Perubahan sikap tersebut
menunjukkan bahwa Cina memiliki kepentingan nasionalnya yang ingin dicapai.
Penelitian ini bermaksud untuk melihat dan menjelaskan apa saja kepentingan yang
ingin Cina capai dalam penerimaan India dan Pakistan sebagai anggota di SCO pada
tahun 2017. Selain itu, jenis penelitian ini adalah penelitian kualitatif dengan
pendekatan deskriptif dengan teknik pengumpulan data menggunakan tinjuan
pustaka dimana data-data yang diperoleh bersumber dari buku, jurnal akademik,
artikel, dan sumber internet. Hasil dari penelitian ini adalah ditemukannya beberapa
kepentingan yang ingin dicapai oleh Cina; geopolitik dan keamanan, pertahanan
diri, memperbaiki dan melanjutkan hubungan regional, dan kemajuan ekonomi
Cina. Selain itu, peluang besar untuk mempercepat penyesuaian dan pengembangan
strategisnya yaitu Belt and Road Initiative (BRI).

INTEREST OF CHINA IN ACCEPTANCE OF INDIA AND PAKISTAN AS
MEMBERS IN THE SHANGHAI COOPERATION ORGANIZATION (SCO)
IN 2017
ABSTRACT
China, which has become one of the world's economic powers, is now in the
amidst of an increasingly multipolar international system. On June 15, 2001 China,
Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan founded
the Shanghai Cooperation Organization (SCO). In 2017, India and Pakistan
officially became members of the SCO. China previously tended to refused India to
join as a member of the SCO without Pakistan also joining the SCO. Afterward,
China changed its attitude so that India and Pakistan could join the SCO
membership. This change in attitude shows that China has its national interests to
pursue. This study intends to see and explain what interests China wants to achieve
in the accepting of India and Pakistan as members of the SCO in 2017. In addition,
this type of research is qualitative with a descriptive approach with data collection
techniques using reviews. Library, where the data obtained are sourced from books,
academic journals, articles, and internet sources. This research results in
discovering several interests that China wants to achieve; geopolitics and security,
self-defense, improving and continuing regional relations, and China's economic
progress. In addition, an excellent opportunity to accelerate its strategic adjustment
and development is the Belt and Road Initiative (BRI).
