Abstract

The Gulf Crisis is the moment that is very important for Japan in determining the direction of its foreign policy;, which takes form of sending SD F (Self Defense Force) abroad in the UN PKO (United Nations Peacekeeping Operations) missions. Japan's PKO policy is the form of pragmatism of Japan's foreign policy that is influenced by the external setting and tire internal drive. The changing strategic environment of East Asia's security after the end of Cold War is indicated with the emergence of potential threats as tire impact of the possibility of cutting down of the number of US troops in the Asian-Pacific region, the augmentation of China's military force, the missile launching tests by North Korea, and other unsettled conflicts in the region. Meanwhile, the US pressure (gaiatsu) on Japan to do burden-sharing gets harder. In addition to the reasons related to the international structure, the domestic factors also drive Japan's PKO policy, that are indicated with the development of domestic politics. and the attitude of Japanese public that opens wide the interpretation of Japanese Constitution to justify, the sending of SD F abroad to have more active roles in the issues of international security. Japan's PKO policy is one of the foundations and indicators of Japan's desire to become a normal state. Even so, Japan has not fully attained the level of normal state and is still in the process of attaining normalization..
