Abstract

Abstrak
Jepang melalui ODA (Official Development Assistance) memberikan
bantuan dengan prioritas infrastruktur terhadap Bangladesh pada masa Shinzo Abe
dengan total bantuan yang melebihi pemimpin-pemimpin Jepang sebelumnya.
Bantuan yang diberikan mencapai kisaran 6 miliar dolar AS yang terbagi dalam 3
macam bantuan, yakni bantuan hibah, pinjaman yen dan kerja sama teknik. Bantuan
infrastruktur yang diberikan oleh Jepang melalui ODA kepada Bangladesh
memiliki tujuan motif dipihak Jepang. Sesuai dengan motif pemberian bantuan luar
negeri oleh Alan Rix, motif pertama yakni motif ekonomi di mana dibalik
pemberian ODA Jepang (terutama inisiatif BIG-B) terdapat tujuan dalam hal
investasi perdagangan. Motif kedua yakni motif politik, di mana bantuan
infrastruktur yang diberikan Jepang melalui ODA kepada Bangladesh diharapkan
agar adanya kerja sama yang lebih dekat lagi di antara kedua negara dalam hal
dukungan terhadap keanggotaan Jepang pada pemilihan anggota tidak tetap Dewan
Keamanan PBB. Di mana Jepang juga berusaha untuk menyebarkan pengaruhnya
di Asia Selatan melalui Bangladesh. Motif ketiga yaitu motif kemanusiaan, di mana
Jepang dengan berasaskan Kerangka Sendai dan pencitraan Jepang yang
merupakan negara yang cinta damai juga menjadi latar belakang bantuan
pencegahan bencana yang diberikan.

Abstract
Japan through ODA (Official Development Assistance) provided assistance with
infrastructure priority to Bangladesh during the Shinzo Abe era with a total
assistance that exceeded previous Japanese leaders. The assistance provided
reached around 6 billion US dollars which was divided into 3 types of assistance,
namely grant assistance, Yen loans and Technical Cooperation. The Infrastructure
Assistance provided by Japan through ODA to Bangladesh has interests and
motives on the Japanese side. In accordance with the motive for providing foreign
aid by Alan Rix, the first motive is economic motive where behind Japan's ODA
provision (especially the BIG-B initiative) there is a goal in terms of trade
investment. The second motive is a political motive, where the infrastructure
assistance provided by Japan through ODA to Bangladesh is expected to bring
closer cooperation between the two countries in terms of support for Japan's
membership in the election of non-permanent members of the UN Security Council.
Where Japan is also trying to spread its influence in South Asia through Bangladesh.
The third motive is the humanitarian motive, where Japan based on the Sendai
Framework and the image of Japan as a peace-loving country is also the background
for the disaster prevention assistance provided.
