Abstract

ABSTRAK
Pembangunan pagar Alun-alun Utara dilakukan pada akhir tahun 2020 oleh
pemerintah Daerah Istimewa Yogyakarta. Hal itu mengundang kontroversi bagi
sebagian masyarakat. Penolakan melalui media sosial Twitter dilakukan dengan tanda
pagar #BebaskanAlunAlun. Protes masyarakat terbagi menjadi 3 hal yaitu: 1) Keraton
Yogyakarta semakin memiliki jarak dengan rakyat, 2) Dana Keistimewaan seharusnya
digunakan untuk penanganan pandemi COVID-19, dan 3) Alun-alun Utara tidak bisa
diakses dengan bebas seperti dulu. Pemerintah tidak pernah menanggapi protes
tersebut secara langsung. Jawaban dari pemerintah didapatkan melalui wawancara
dalam berita, seperti yang terdapat pada berita di Detik.com, Kompas.com, dan
Liputan6.com. Penelitian berjenis kualitatif dengan teori Walter Fisher ini dilakukan
untuk menganalisis narasi yang disampaikan oleh pemerintah Daerah Istimewa
Yogyakarta di tiga berita media dalam jaringan paling banyak dibaca di Indonesia. Teknik pengumpulan data yang dilakukan adalah observasi tidak terstruktur, dokumen, dan analisis narasi itu sendiri. Tujuannya adalah mengetahui kebenaran narasi dan
kepada siapa saja narasi ditujukan. Sumber data utama pada penelitian ini adalah
berita media dalam jaringan yakni Detik.com, Kompas.com, dan Liputan6.com. Hasil
akhirnya adalah pemahaman bahwa setiap narasi bisa diuji lagi kebenarannya
(coherence) dan disimpulkan apakah narasi itu mengandung logika alasan yang baik
(fidelity). Setiap narasi memiliki kesalahan pemaknaan dan ketidaksesuaian fakta di
aspek tertentu. Meski demikian, semua narasi yang disampaikan oleh Pemerintah
Daerah Istimewa Yogyakarta pada dasarnya ditujukan untuk masyarakat khususnya
masyarakat Daerah Istimewa Yogyakarta. Kata kunci: Alun-alun, Daerah Istimewa Yogyakarta, narasi, Walter Fisher
ABSTRACT
The construction of the North Square fence was carried out at the end of 2020 by the
government of the Special Region of Yogyakarta. It invites controversy for some
people. The rejection through Twitter social media was carried out with the hashtag
#BebaskanAlunAlun. Public protests are divided into three things, namely: 1) The
Yogyakarta Palace is getting closer to the people, 2) the Privilege Fund should be
used for handling the COVID-19 pandemic, and 3) The North Square cannot be
accessed freely as it used to be. The government never responded to the protests
directly. Answers from the government are obtained through interviews in the news, such as in the news in the top three most read media in Indonesia. This qualitative
research using Walter Fisher's theory was conducted to analyze the narratives
conveyed by the government of the Special Region of Yogyakarta in the three news
media in the most widely read network in Indonesia. The data collection techniques
used were unstructured observations, documents, and analysis of the narrative itself. The goal is to find out the truth of the narrative and to whom the narrative is
addressed. The main data sources in this research are news media in the network, namely Detik.com, Kompas.com, and Liputan6.com. The end result is an
understanding that each narrative can be tested again for its truth (coherence) and
concluded whether the narrative contains a good logic of reason (fidelity). Each
narrative has a misinterpretation and a mismatch of facts in certain aspects. However, all the narratives conveyed by the Yogyakarta Special Region Government are
basically aimed at the community, especially the people of the Special Region of
