Abstract

ABSTRAK
India merupakan negara yang menerapkan prinsip sekularisme dalam negaranya
sehingga penduduknya memiliki agama dan kepercayaan yang berbeda-beda. Pada
2019, Perdana Menteri India, Narendra Modi mengumumkan tentang pengesahan
Citizenship Amandment Act (CAA) yang menimbulkan berbagai konflik di
kalangan masyarakat India. Hal itu dikarenakan dalam CAA tersebut tidak
mencantumkan agama islam sebagai agama yang diperbolehkan untuk bermigrasi
ke India sebelum 14 Desember 2019. Ini bertentangan dengan prinsip yang sejak
lama sudah di terapkan di India. Penulis mengidentifikasi masalah ini dengan teori
system yang dikemukakan oleh David Easton dan Gabriel Almond bahwa
pengesahan CAA tersebut tidak lepas dari adanya demands and supports dari
masyarakat India, sehingga oleh pemerintah India dikonversi menjadi CAA
tersebut.

THE BACKGROUND OF NO INCLUSION OF ISLAM IN CITIZENSHIP
AMANDMENT ACT (CAA) IN INDIA 2019
ABSTRACT
India is a country that applies the principle of secularism in its country so that
people have different religions and beliefs. In 2019, the Prime Minister of India,
Narendra Modi announced the passage of the Citizenship Amendment Act (CAA)
which caused various conflicts among Indian society. This is because the CAA does
not include Islam as a religion that is allowed to migrate to India before December
14, 2019. This is contrary to a principle that has long been applied in India. The
author identifies this problem with the system theory put forward by David Easton
and Gabriel Almond that the ratification of the CAA cannot be separated from the
demands and supports from the Indian community, so that the Indian government
converts it into the CAA.
