Abstract

ABSTRAK
Evo Morales terus melanggengkan kekuasaannya sebagai presiden Bolivia
dari tahun 2006 sampai tahun 2019 hingga akhirnya ia mengundurkan diri dari
pemenang presiden setelah adanya desakan dari para pengunjuk rasa dan militer.
Bermula dari penghentian proses penghitungan suara selama hampir 24 jam,
memicu kemarahan masyarakat yang memprotes adanya dugaan kecurangan yang
dilakukan Evo Morales, hal ini menjadi alasan hilangnya kepercayaan masyarakat
dan meminta ia untuk mundur dari jabatan pemenang. Berdasarkanhal tersebut
penulis menggunakan teori krisis legitimasi, teori krisis kepercayaan sebagai
landasan teori penelitian. Dengan metode deskriptif, kualitatif dan library research,
penelitian ini menghasilkan bahwa apa yang yang menjadi penyebab mundurnya
Evo Morales sebagai pemenang presiden bolivia tahun 2019 adalah karena adanya
krisis legitimasi yang diakibatkan dari hilangnya kepercayaan masyarakat Bolivia
terhadap Evo Morales setelah Evo Morales merubah peraturandalam Konstitusi
Bolivia pasal 168 mengenai batasan masa jabatan presiden yang membuat Evo
Morales terus dapat mencalonkan dirinya pada pemilihan presiden, masyarakat
menganggap Evo Morales tidak memiliki sikap demokrasi dalampemerintahannya.

ABSTRACT
Evo Morales continued to maintain his power as Bolivia's president from
2006 to 2019 until he finally stepped down as the presidential winner afterpressure
from protesters and the military. Starting from the suspension of the vote counting
process for almost 24 hours, sparking public anger protesting the alleged fraud by
Evo Morales, this became the reason for the loss of public trust and asked him to
step down from the position of winner. Based on this, the author uses the theory of
legitimacy crisis, crisis of trust theory as the theoretical basisfor the research.
Using descriptive, qualitative and library research methods, this study resulted that
what caused Evo Morales to resign as the winner of the 2019 president of bolivia
was due to a crisis of legitimacy resulting from the loss of confidence of the Bolivian
people towards Evo Morales after Evo Morales changed the rules in the Bolivian
Constitution. Article 168 concerning the limitation of the presidential term that
allows Evo Morales to continue to run for president in the presidential election, the
public considers that Evo Morales does not have a democratic attitude in his
government.
