Abstract

ABSTRAK
Kepemimpinan perempuan menjadi sebuah bentuk dari keberhasilan demokrasi dan
pembangunan. Masyakarat dari semua tingkatan berkewajiban untuk mendukung
terwujudnya partisipasi perempuan dalam kepemimpinan. Pemilihan dukuh di
Dukuh Pandeyan, Desa Bangunharjo, Kecamatan Sewon, Kabupaten Bantul tahun
2019 menunjukan sebuah fenomena yang unik dimana setelah pemilihan
berlangsung terjadi gelombang penolakan terhadap dukuh perempuan yang terpilih.
Pada proses selanjutnya, Yuli Lestari sebagai dukuh terpilih berupaya untuk
menyusun kembali pemerintahan dukuh dengan berbagai masalah yang dirinya
hadapi. Penelitian ini ditujukan untuk mengkaji Gaya Komunikasi Pemimpin
Perempuan dalam Pembangunan Dusun Pandeyan. Demikian di dalam
kepemimpinan Yuli Lestari memiliki gaya komunikasi yang khas pada saat
memimpin sebuah organisasi. Metodologi penelitian yang digunakan adalah
metode Kualitatif Deskriptif dengan menggunakan teknik observasi, wawancara
dan studi pustaka. Teori yang digunakan yaitu Konsep Gaya Komunikasi menurut
Tubbs dan Moss. Objek dari penelitian ini adalah gaya komunikasi Yuli Lestari
sebagai dukuh perempuan saat menjalankan tugas untuk memimpin RT dan kader
saat mengkoordinir pembagunan di Desa Bangunharjo. Dari hasil penelitian
diketahui bahwa dalam kepemimpinannya, Yuli Lestari menggunakan gaya
controlling, gaya relinquishing, gaya dynamic, dan gaya equlitarian. Peneliti juga
menemukan Yuli Lestari dapat mengkombinasikan keempat gaya tersebut secara
dinamis dalam kepemimpinannya saat melaksanakan program-program
pembangunan tersebut. Hal-hal tersebut dilatarbelakangi oleh beberapa faktor
pendukung dan faktor penghambat baik yang bersifat eksternal maupun internal.
Faktor ekstenal yaitu, komitmen Desa Bangunharjo untuk mempertahankan Yuli
Lestari sebagai Dukuh terpilih sehingga Yuli Lestari dapat menjabat secara sah.
Kemudian faktor internal berupa keterbukaan masyarakat Dukuh Pandeyan
terhadap peran dan kemimpinan perempuan dalam pembangunan. Sedangkan
faktor penghambat dari kemimpinan Yuli Lestari berasal dari kekosongan
kepemimpinan pada wilayah RT 3.

ABSTRACT
Women's leadership is a form of successful democracy and development. The
community and the state from all levels are obliged to support the realization of
women's participation in leadership. The hamlet election in Pandeyan Hamlet,
Bangunharjo Village, Sewon District, Bantul Regency in 2019 showed a unique
phenomenon where after the election there was a wave of rejection of the elected
female hamlet. In the next process, Yuli Lestari as the elected hamlet tries to
restructure the hamlet government with the various problems she faces. This study
aimed to examine the Communication Style of Women Leaders in the Development
of Pandeyan Hamlet. This is because leadership has a distinctive communication
style in leading an organization. The research methodology used is descriptive
qualitative method using observation, interviews and literature studies. The theory
used is the concept of Communication Style according to Tubbs and Moss. The
object of this research is Yuli Lestari's communication style as a female hamlet in
carrying out orders from Bangunharjo Village as her superior and leading the RT
and cadres to coordinate the development of Pandeyan Hamlet. From the results of
the research, it is known that in his leadership Yuli Lestari uses the controlling style,
relinquishing style, dynamic style, and equlitarian style. The researcher also found
that Yuli Lestari could dynamically combine these four styles in her leadership to
implement development programs. This is motivated by several supporting factors
and inhibiting factors, both external and internal. The external factor is the
commitment of Bangunharjo Village to kept Yuli Lestari as the elected Hamlet so
that Yuli Lestari can legally serve. Then the internal factor is the openness of the
Dukuh Pandeyan community to the role and leadership of women in development.
Meanwhile, the inhibiting factor for Yuli Lestari's leadership came from the
leadership vacuum in the RT 3 area
