ABSTRAK
Salah satu isu dalam hubungan internasional yang ramai dibicarakan saat
ini adalah pemenuhan hak-hak LGBT. Banyak negara-negara yang sudah
membuat kebijakan yang memenuhi hak-hak komunitas LGBT, tetapi lebih
banyak negara yang masih tidak memenuhi hak-hak mereka, Uganda adalah salah
satunya. Sejak tahun 1999 sudah banyak diskriminasi sosial yang terjadi dalam
masyarakat terhadap komunitas LGBT di Uganda. Ditambah dengan pernyataan
pemerintah serta kebijakan-kebijakan yang merugikan komunitas LGBT,
diskriminasi dan kekerasan menjadi hal yang sering dialami komunitas LGBT di
Uganda. Berkembangnya gerakan LGBT di dunia membuat komunitas LGBT di
Uganda juga memperjuangkan hak-hak mereka. Gerakan-gerakan komunitas
LGBT di Uganda membuat masyarakat merasa resah sehingga pemerintah
Uganda di bawah pemerintahan Yoweri Museveni merasa perlu menunjukkan
sikap serta kebijakan mereka terhadap komunitas LGBT di Uganda pada tahun
2011-2016. Dengan menggunakan metode deskriptif ditemukan bahwa
pemerintah Uganda di bawah kepemimpinan Yoweri Museveni tahun 2011-2016
mengambil sikap dan kebijakan yang negatif dan merugikan terhadap komunitas
LGBT di Uganda.

ABSTRACT
One of many issues in international relations that are being discussed
nowadays is LGBT’s rights. Some countries already take actions to fulfill the
LGBT’s rights but there are more countries that still didn’t do anything about it,
Uganda is one of it. Since 1999, there were lots of social discriminations
happened in the society towards LGBT community there. Added with statement
from the goverment that harm them, the LGBT community in Uganda is familiar
with discrimination and violence. The evolve of LGBT’s movement
internationally, also inspired LGBT community in Uganda to fight for their rights.
The rise of LGBT’s movement in Uganda bring out restlessness from the society,
in result the Uganda’s goverment under Yoweri Museveni show some gesture and
policy about their point of view towards LGBT community in Uganda from 2011
to 2016. With descriptive method and it was found that Uganda’s goverment
under Yoweri Museveni from 2011 to 2016 indicate a negative and harmful
gesture and policy towards LGBT community in Uganda.
