ABSTRAK
Skripsi ini membahas tentang hubungan kerja sama antara Indonesia dan
Timor Leste dalam bidang infrastruktur. Timor Leste memiliki Strategic
Development Plan (SDP) dimana memiliki tiga pilar utama yang salah
satunya adalah pembangunan infrastruktur. Dalam memenuhi target
pembangunan infrastrukturnya Timor Leste memiliki berbagai keterbatasan
yang membuat Timor Leste tidak bisa melakukan pembangunan
infrastrukturnya sendirian. Timor Leste membutuhkan mitra untuk
pembangunan infrastrukturnya yang terpercaya dan memiliki kemampuan,
pengalaman serta sumber daya manusia yang mumpuni. Indonesia menjadi
mitra pembangunan Timor Leste karena kemampuan, pengalaman serta
sumber daya manusia yang mumpuni dalam pembangunan infrastruktur dan
juga melihat sejarah hubungan kedua negara yang sudah terjalin dengan erat.
Kerja sama antara Indonesia dan Timor Leste dalam bidang infrastruktur
ditandai lewat penandatangan MoU pada 22 Maret 2011. Akan dibahas juga
kondisi infrastruktur, kepentingan tiap negara serta proses dan
implementasinya dalam kerja sama antara Indonesia dan Timor Leste dalam
bidang infrastruktur.

INDONESIA AND TIMOR LESTE COOPERATION IN THE
INFRASTRUCTURE SECTOR
ABSTRACT
This thesis discusses the cooperative relationship between Indonesia and
Timor Leste in the infrastructure sector. Timor Leste has a Strategic
Development Plan (SDP) which has three main pillars, one of which is
infrastructure development. In meeting it’s infrastructure development target,
Timor Leste has various limitations that prevent Timor Leste from carrying
out it’s infrastructure development alone. Timor Leste needs partners for their
infrastructure development who are reliable and have the ability, experience
and qualified human resources. Indonesia has become a development partner
of Timor Leste because of the ability, experience and qualified human
resources in infrastructure development and also seeing the history of the
close relationship between the two countries. The cooperation between
Indonesia and Timor Leste in the infrastructure sector was marked by the
signing of the Memorandum of Understanding (MoU) on 22th March 2011.
This thesis will also discuss the condition of infrastructure; the interests of
each country and the process; and implementation of the cooperation between
Indonesia and Timor Leste in the infrastructure sector.
