Abstract
Tujuan pembangunan nasional adalah mewujudkan kehidupan masyarakat Indonesia yang sejahtera yang tercermin dengan Indeks Pembangunan Manusia (IPM). Percepatan terwujudnya kesejahteraan masyarakat di daerah merupakan tujuan pelaksanaan desentralisasi fiskal, dan penyelenggaraannya di daerah menjadi tanggung jawab pemerintah daerah. Kemampuan pemerintah daerah dalam menjalankan desentralisasi fiskal dapat dilihat dengan mengetahui kinerja keuangan daerah. Penelitian ini bertujuan untuk membuktikan secara empiris pengaruh dari kinerja keuangan daerah yang diukur dengan rasio Efektifitas, Efisiensi, Kemandirian, dan Pertumbuhan terhadap IPM. Jenis data yang dikumpulkan merupakan data sekunder yang diperoleh dari BPK perwakilan Jawa Tengah dan BPS. Teknik pengambilan sampel menggunakan metode purposive sampling yang menghasilkan sampel sebanyak 175 data dari Kabupaten/Kota di Provinsi Jawa Tengah. Hasil pengujian statistik menunjukkan bahwa rasio Efektifitas, Kemandirian, dan Pertumbuhan berpengaruh terhadap IPM, sedangkan rasio Efisiensi tidak berpengaruh terhadap IPM. Kata Kunci : Rasio Efektifitas, Efisiensi, Kemandirian, Pertumbuhan, dan Indeks Pembangunan Manusia (IPM). ABSTRACTS The goal of national development is to realize the prosperous life of Indonesian people which is reflected in the Human Development Index (HDI). The acceleration of the realization of people's welfare in the regions is the goal of implementing fiscal decentralization, and its implementation in the regions is the responsibility of the regional government. The ability of local governments to carry out fiscal decentralization can be seen by knowing the performance of regional finances. This study aims to empirically prove the effect of regional financial performance as measured by the ratio of Effectiveness, Efficiency, Independence, and Growth to HDI. The type of data collected is secondary data obtained from BPK representing Central Java and BPS. The sampling technique uses a purposive sampling method that produces a sample of 175 data from districts/cities in Central Java Province. Statistical test results show that the ratio of Effectiveness, Independence, and Growth affect the HDI, while the Efficiency ratio does not affect the HDI.
