ABSTRAK
Skripsi ini membahas tentang keberhasilan implementasi UPPR dalam
menanggulangin kemiskinan di Bangladesh (2008-2015). Program UPPR di
Bangladesh telah diumumkan oleh UNDP selaku penanggung jawab pada tahun
2007. Pembahasan skripsi ini menggunakan teori kebijakan publik Daniel A.
Mazmanian & Paul A. Sabatier untuk menilai mengapa implementasi program UPPR
ini berhasil menanggulangi kemiskinan perkotaan di Bangladesh.
Seiring dengan berjalannya dan berkembangnya Millenium Development
Goals (MDGs ) di Bangladesh, pada tahun 2007 United Nations Development
Programme (UNDP) mulai menetapkan 3 program kerja utama untuk mengatasi
permasalahan kemiskinan di Bangladesh. Salah satu programnya adalah Urban
Partnerships for Poverty Reduction (UPPR) yang dimulai pada tahun 2008 hingga
tahun 2015. UPPR merupakan program penanggulangan kemiskinan perkotaan
terbesar di Bangladesh. Program ini mencakup 23 wilayah kota di Bangladesh. UPPR
dimulai dengan tujuan mengangkat tiga juta masyarakat miskin perkotaan dan sangat
miskin keluar dari kemiskinan pada tahun 2015.
Skripsi ini bertujuan untuk membahas bentuk-bentuk kegiatan UPPR dan
pencapaiannya. Selain itu skripsi ini juga menjelaskan faktor-faktor variabel
kemampuan kebijakan dalam menstrukturkan proses implementasi dan variabel non
peraturan mengatasi karakteristik masalah dalam program UPPR sehingga berhasil
menanggulangin kemiskinan di Bangladesh.

IMPLEMENTATION OF THE URBAN PARTNERSHIPS FOR POVERTY
REDUCTION (UPPR) UNITED NATIONS DEVELOPMENT PROGRAMME
(UNDP) FOR TACKLING POVERTY IN BANGLADESH
ABSTRACT
This thesis discusses the successful implementation of UPPR in tackling
poverty in Bangladesh (2008-2015). The UPPR program in Bangladesh was
announced by UNDP as the person in charge in 2007. The discussion of this thesis
uses the public policy theory of Daniel A. Mazmanian & Paul A. Sabatier to assess
why the implementation of the UPPR program has succeeded in tackling urban
poverty in Bangladesh.
Along with the progress and development of the Millennium Development
Goals (MDGs) in Bangladesh, in 2007 the United Nations Development Program
(UNDP) began to establish 3 main work programs to overcome the problem of
poverty in Bangladesh. One of the programs is the Urban Partnerships for Poverty
Reduction (UPPR) which was started from 2008 to 2015. UPPR is the largest urban
poverty reduction program in Bangladesh. The program covers 23 urban areas in
Bangladesh. UPPR was initiated with the goal of lifting three million urban poor and
the very poor out of poverty by 2015.
This thesis aims to discuss the forms of UPPR activities and their
achievements. In addition, this thesis also explains the factors of the policy capability
variable in structuring the implementation process and non-regulatory variables to
overcome the characteristics of the problem in the UPPR program so that it is
successful in overcoming poverty in Bangladesh.
