Abstract
The purpose of this study was to implement a trial of disaster communication model in Community-Based Disaster Risk Management through the Mount Sinabung Eruption Contingency Plan program, Karo District, North Sumatra. The object of this research is the ability of government institutions, non-governmental organizations and communities as perpetrators of CBDRR. This study used descriptive qualitative method. The main purpose in using this method is to describe the nature, character and causes caused by a phenomenon. The results of this study indicate that group communication is a communication from various communities to compile various contingency documents. The similarity of culture and similarities in the fate of the communities involved is one strategy that can produce contingency documents.
