Abstract

The research location is located in Pengadegan District Wangon Banyumas Regency. Policy-Plan-Program (PPP) are regulated in a Regional Regulation of Banyumas Regency Number 10 of 2011. The explanation of mining areas of Banyumas Regency is regulated in Article 43 concerning mineral mining area, non-metal and rock, especially basalt rock mining has the potential negative impact to the environment. Therefore the Strategic Environmental Assessment (SEA) is required as mandated in Law no. 32 of 2009 on Environmental Protection and Management and Minister of Environment Regulation No. 9 of 2011 on General Guidance of SEA. The objectives of the study are: (a) identifying PPP content, (b) providing alternatives for improving PPP, (b) recommending improvement of PPP. Based on the study of carrying capacity and environmental capacity of hydrological conditions is quite influential. The river water is used to supply water to paddy fields. Mining activities have the potential to change the landscape, the quality of river water, air, surface water, ground water, disturbance of aquatic biota, terrestrial or aquatic flora and fauna, soil fertility, soil stability, erosion and sedimentation. Implementation of SEA in the basalt mining area in Pengadegan Village of Wangon Regency is expected to mainstream the principle of sustainable development through efficient utilization of mineral resources. Recommendations are expected to improve PPP. Integration of recommendations into the PPP can improve the PPP in basalt mining management
