Abstract
Distribution percentage of GDP at current prices by province in Java Island average of 15 percent for provinces of Jakarta , East Java and West Java, Banten, Central Java and Yogyakarta average of 8 percent over other areas outside Java Island. By Human Development Indeks the value is higher than the national rate, but always accompanied by a relatively high poverty . It is certaintly no problem in the structural determinants of poverty itself, especially at the province level. Determinant of poverty is important factor that can determine the level of poverty such as Human Development Index, Gini Index as a measurement of relative level of income inequality distribution, GDP growth rate in constant price 2000, consumer price Index ( CPI ) which is a reflection of inflation, unemployment rate according to the level of education is a reflection of the employment. The number of household that have improved sanitation itself is a reflection of the housing sector. Long term goal of this study was to determine strategies and policies in order to reduce structural poverty to match masterplan program Percepatan dan Perluasan Pengurangan Kemiskinan di Indonesia (MP3KI ).Specific targets to be achieved in this research is knowing how the impact of short term and long term changes in the factors determinant , affecting structural poverty in Java Island. Using Structural Vector Autoregression ( SVAR ) during the period 2001 – 2012 .
