Abstract
Development Index is a composit index which is included threebsicly points of human development. These are education,health and economic index. The average of school enrollment, illeteracy rate and purchasing power parity are the indicators being used to count aech index. The aim of this study is to analyze do the government expenditure in education, government expenditure in health and the number of poor people , determine the Human Development Index in Central Java Province. The data being used in this study is econdary data , taken from 2007 -2009.. By using the data panel modl this study shown tat government expenditure in education has a significantly influence to the Human Development Index, and so do the government expenditure and health and the number of poor people. The coeficient of each variables show that thougt that has a significantly influence , but the number is too low, it ,eans that there has not optimalization in using and alocating the budget yet .
