Abstract
Pusat Layanan Internet Kecamatan (PLIK) support the expansion of Internet access services. PLIK be accelerated increase affordability of equity of services and utilization. On the application in the community, the operation PLIK have some constraints. One obstacle is the low operating PLIK, PLIK manager managerial role as an agent of community development towards the information society. Research successfully contribute in the form of strengthening the managerial role PLIK manager. Strengthening the managerial role is a derivative of the strengthening of the runway at every stage of managerial empowerment. Stages managerial empowerment grouped into four stages: planning, preparation, implementation and monitoring. Being a managerial role is as a Pengelola, Panutan, Dinamasitor, Aktivis, Initiator (PANDAI) in empowerment. 1) Pengelola responsible for the activities PLIK operation. 2) Panutan against the digital divide and try to find ways of solving the problem. 3) Aktivis trigger and stimulate the process of new discoveries, or invite the public to utilize ICT in everyday society. 4) Initiator ensure the support of its strong resources in preparing the implementation of the operation PLIK. 5) Dinamisator carry out monitoring to ensure the support of its strong resources in determining the success of the operation of PLIK.
