Abstract

Skripsi ini akan menjelaskan mengenai Peran United Nations Environment Programme (UNEP) Dalam Membantu Menangani Masalah Illegal Logging Di Indonesia. UNEP adalah suara bagi lingkungan dalam sistem Perserikatan Bangsa-Bangsa (PBB) di tingkat global dan regional, memiliki mandat untuk mengkoordinasikan pengembangan konsensus kebijakan lingkungan dengan menjaga lingkungan global yang sedang ditinjau dan membawa isu-isu yang muncul menjadi perhatian pemerintah dan masyarakat internasional untuk pertimbangan dan tindakan. Permasalahan lingkungan yang ditangani oleh UNEP salah satunya adalah upaya untuk mengurangi emisi karbon dan juga masalah deforestasi hutan di dunia. Indonesia adalah salah satu negara berkembang yang memiliki luas hutan hujan tropis tertinggi ketiga di dunia dan juga sangat berpotensi untuk mengambil peran dalam penyerapan emisi karbon dunia. Hal ini tidak diimbangi dengan pengelolaan hutan yang baik sehingga luas hutan Indonesia semakin menurun akibat deforestasi. Salah satu penyebab deforestasi adalah adanya aktivitas illegal logging yang telah merugikan negara milyaran sampai triliunan rupiah setiap tahunnya. UNEP sebagai organisasi internasional bentukan PBB kemudian menjalin kerjasama dengan pemerintahan Indonesia dalam menangani masalah deforestasi di Indonesia sehingga hutan Indonesia dapat menjalankan fungsinya untuk menyerap emisi karbon secara maksimal. Dalam membantu menangani masalah deforestasi di Indonesia, UNEP berperan juga terhadap membantu Indonesia menangani masalah illegal logging yang merupakan salah satu penyebab utama deforestasi di Indonesia. Tujuan skripsi ini adalah memberikan informasi mengenai bagaimana peran UNEP dalam membantu menangani masalah illegal logging di Indonesia sehingga pemerintah Indonesia tetap melanjutkan kerjasama dengan UNEP dalam menangani permasalahan hutan mereka secara berkelanjutan. Kata Kunci: UNEP dan Illegal Logging di Indonesia, Organisasi Antar Pemerintah (IGO), Deforestasi di Indonesia, Great Apes Survival Partnership (GRASP), Clean Development Mechanism (CDM), Reducing Emissions from Deforestation and Degradation (REDD) This essay describes the role of the United Nations Environment Programme (UNEP) as an Aid to Handle the Problem of Illegal Logging in Indonesia. UNEP is the voice for the environment within the United Nations (UN) system at the global and regional level, has the mandate to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for consideration and action. Environmental issues are addressed by UNEP one of which is an effort to reduce carbon emissions and also the problem of deforestation in the world. Indonesia is a developing country which has an area of the third highest tropical rainforest in the world and also has great potential to take on a role in the absorption of carbon emissions world . It is not balanced with good forest management that Indonesia's forest area declined due to deforestation . One of the causes of deforestation are illegal logging activities that have cost the country billions to trillions of dollars each year . UNEP as an international organization formed by UN later formed a partnership with the Indonesian government in dealing with the problem of deforestation in Indonesia so that Indonesian’s forest to be able to function optimally absorb the carbon emissions. In helping to address the problem of deforestation in Indonesia , UNEP also acts to help Indonesia deal with the problem of illegal logging which is one of the main causes of deforestation in Indonesia . The purpose of this essay is to provide information on how the role of UNEP in helping to handle the problem of illegal logging in Indonesia so that Indonesian government continued cooperation with UNEP in addressing the problems of their forests in a sustainable manner.
