Abstract

In this thesis the author discusses the factors that led to the occurrence of cooperation
between the government of North Sulawesi Province and China Communication
Construction Company, which aims to build the Special Economic Zone (SEZ) Bitung.
North Sulawesi itself is one of the provinces in Indonesia, then CCCC is one of the State-
Owned Enterprises of China engaged in infrastructure construction. This research will
show two points of view from two actors involved in this cooperation. It aims to find the
consideration factors of the two actors, how the two actors see each other, and all the
things that then deliver both parties in signing the MoU to formalize this cooperation.

Dalam skripsi ini penulis membahas mengenai faktor-faktor yang menyebabkan
terjadinya kerjasama antara pemerintah Provinsi Sulawesi Utara dan China
Communication Construction Company yang bertujuan untuk membangun Kawasan
Ekonomi Khusus (KEK) Bitung. Sulawesi Utara sendiri merupakan salah satu provinsi di
Indonesia, kemudian CCCC merupakan salah satu Badan Usaha Milik Negara Tiongkok
yang bergerak di bidang konstruksi infrastruktur. Dalam penelitian ini akan ditunjukan
dua sudut pandang dari dua aktor yang terlibat dalam kerjasama ini. Hal ini bertujuan
untuk menemukan faktor-faktor pertimbangan dari kedua aktor, bagaimana kedua aktor
melihat satu sama lain, dan semua hal yang kemudian mengantarkan kedua pihak dalam
menandatangani MoU untuk meresmikan kerjasama ini.
