Abstract
Financial Governmental Analysis of Banjarnegara District, Central Java Province Year 2010-2014. This study aims to analyze the financial of region government of Banjarnegara district years 2010-2014. The data used in this research is data of budget income and expenditure of region (APBD) of Banjarnegara district. Analytical tool used in this study is : 1. ratio of financial self reliance, 2. ratio of financial dependence 3. degree of fiscal decentralization, 4. Effectiveness and efficiency of Revenue Original Regional (PAD), 5. Effectiveness and efficiency of regional tax. The results showed that the Government of Banjarnegara district years 2010-2014 is : 1. financial self reliance included low once and the pattern of relationship with the central and province is instructive with average value of financial independence 8.99 percent, 2. the financial dependence toward Central and Province is include the very high with average value of financial dependency is 91.77 percent, 3. the degree of fiscal decentralization include very less, with average value of degree of fiscal decentralizations is 8.22 percent, 4. effectiveness and efficiency of PAD include very effective and very efficient, with average value of effectiveness of PAD is 114.82 percent and average value of efficiency of PAD is 3.00 percent, 5. The effectiveness and efficiency of regional tax include very effective and very efficient, with the average value of effectiveness of regional tax is 114.70 percent and average value of efficiency of regional tax is 4.36 percent. Base on average value of change fifth ratio analysis per year, indicating that the financial performance of the Banjarnegara district are all the more better. Analisis Keuangan Pemerintah Daerah Kabupaten Banjarnegara, Provinsi Jawa Tengah Tahun 2010-2014. Penelitian ini bertujuan untuk menganalisis keuangan pemerintah daerah Kabupaten Banjarnegara tahun 2010- 2014. Data yang digunakan dalam penelitian ini adalah data Anggaran Pendapatan Dan Belanja Daerah (APBD) Kabupaten Banjarnegara. Alat analisis yang digunakan dalam penelitian ini adalah: 1. rasio kemandirian keuangan, 2. rasio ketergantungan keuangan 3. tingkat desentralisasi fiskal, 4. Efektivitas dan efisiensi Pendapatan Asli Daerah (PAD), 5. efektivitas dan efisiensi pajak daerah. Hasil penelitian menunjukkan bahwa pemerintah Kabupaten Banjarnegara tahun 2010-2014 adalah: 1. kemandirian keuangan termasuk rendah sekali dan pola hubungan daerah dengan pusat dan Provinsi instruktif dengan rata-rata nilai kemandirian keuangan 8,99 persen, 2. ketergantungan keuangan terhadap pusat dan Provinsi termasuk sangat tinggi dengan rata-rata nilai ketergantungan keuangan adalah 91.77 persen, 3. tingkat desentralisasi fiskal termasuk sangat kurang dengan nilai rata-rata tingkat desentralisasi fiskal adalah 8.22 persen, 4. efektivitas dan efisiensi PAD termasuk sangat efektif dan sangat efisien, dengan nilai rata-rata efektivitas PAD 114.82 persen dan nilai rata-rata efisiensi PAD 3,00 persen, 5. Efektifitas dan efisiensi pajak daerah termasuk sangat efektif dan sangat efisien, dengan nilai rata-rata efektivitas pajak daerah 114.70 persen dan nilai rata-rata efisiensi pajak daerah 4.36 persen. Berdasarkan nilai rata-rata perubahan kelima analisa rasio per tahun, menunjukkan bahwa kinerja keuangan dari Kabupaten Banjarnegara semua lebih baik.
