Abstract

Tujuan dari penelitian ini adalah untuk mengetahui faktor-faktor yang menyebabkan
kegagalan dari Global Fund ATM dalam membantu pemerintah menangani Tuberkulosis di
Indonesia. Penelitian ini dilakukan pada Organisasi Internasional Global Fund ATM.
Penilitian ini menggunakan teori efektivitas rezim, dan menggunakan metode penelitian
kualitatif dan analitis. Hasil dari penelitian ini menunjukan bahwa dari tujuh variabel yang
menentukan kegagalan suatu rezim, yaitu Transparancey, Robustness, Transformation rules,
Capacity of governments, Distribution of powers, Interdependence, Intellectual order. Dari
tujuh variabel tersebut, empat variabel dapat menunjukan bahwa Global Fund ATM gagal
dalam menangani Tuberkulosis, yaitu variabel Transparancey, Capacity of governments,
Distribution of powers, Interdependence.
ABSTRACT
This research’s goal is to know the factors which cause the failure of Global Fund on helping
the government to overcome Tuberculosis in Indonesia. This research is done by an
international organization; Global Fund ATM. This research uses a regime effectivity theory,
also a qualitative and analytical research methods. The result of this research shows that there
are 7 variables which determine the failure of a regime, which is transparency, robustness,
transformation rules, capacity of governments, distribution of powers, interdependence,
intellectual order. From seven variables, four variables show the failure of Global Fund on
overcoming Tuberculosis, which is transparency, capacity of governments, distribution of
power, and interdependence.
