Abstract
Based on the Indonesian Government Regulation No. 78 Year 2010 on Reclamation and Mine Closure and Minister of Energy and Mineral Resources No. 7 of 2014 on the implementation of reclamation and post-mining business activities the mineral and coal mining, Article 12 obliges mining companies to calculate the cost of reclamation and hand over a sum of money as security for reclamation. This research was conducted at PT. Bosowa Mine Indonesia (PT. BTI) in Donggala, Central Sulawesi province This study aims to assess the suitability of the cost of reclamation guarantees andesite mining license which has been submitted to the Regional Government of Donggala Regency. Research methods include field research, interviews with the authorities in charge in the discussion of reclamation guarantees in the Department of Energy and Mineral Resources Donggala and evaluate the reclamation cost calculation PT. BTI refers to the Minister of Energy and Mineral Number 7 Year 2014. The cost of reclamation includes direct costs, comprised of costs of administrating the land, revegetation,, civil works,. While the indirect costs consist of the cost of mobilization and demobilization, reclamation planning, administration and profit third parties as well as the costs of supervision. The research showed the cost of reclamation PT. BTI Rp 586 969 249. whereas the results of interviews with officers on duty in the discussion of reclamation guarantees, PT. BTI in 2015 until the time of the study, has submitted a reclamation guarantees amounting to Rp 99,904,170, -. Based on the calculation of reclamation guarantees PT. BTI and a review of research there are difference of Rp 487 065 079. Therefore, the preparation of the reclamation plan PT. BTI is considered not in accordance with the Regulation of the Minister of Energy and Mineral Resources Number 7 Year 2014. Benefits of the research is a guide for the proponent / company to submit a reclamation guarantee, as a reference and guide in evaluating agency or government guarantees each IUP reclamation, so that there is no difference calculation reclamation guarantees to actual conditions in the field so that the criteria for success can be achieved Keywords: Reclamation Guarantee, Andesite, Fees Berdasarkan Peraturan Pemerintah Republik Indonesia Nomor 78 Tahun 2010 tentang Reklamasi dan Pascatambang dan Peraturan Menteri Energi dan Sumber Daya Mineral Nomor 7 Tahun 2014 tentang pelaksanaan reklamasi dan pascatambang pada kegiatan usaha pertambangan mineral dan batubara, Pasal 12 mewajibkan perusahaan pertambangan menghitung biaya reklamasi serta menyerahkan sejumlah dana sebagai jaminan reklamasi. Penelitian ini dilakukan di PT. Bosowa Tambang Indonesia (PT. BTI) di Kabupaten Donggala Provinsi Sulawesi Tengah. Penelitian ini bertujuan mengkaji kesesuaian biaya jaminan reklamasi izin usaha pertambangan batuan andesit yang telah diserahkan kepada Pemerintah Daerah Kabupaten Donggala. Metode penelitian meliputi penelitian lapangan, wawancara dengan pejabat berwenang bertugas dalam pembahasan jaminan reklamasi di Dinas Energi dan Sumber Daya Mineral Kabupaten Donggala dan mengevaluasi perhitungan biaya reklamasi PT. BTI mengacu pada Peraturan Menteri ESDM Nomor 7 Tahun 2014. Biaya reklamasi meliputi biaya langsung, terdiri dari biaya kegiatan penatagunaan lahan, revegetasi, , pekerjaan sipil,. Sedangkan biaya tidak langsung terdiri dari biaya mobilisasi dan demobilisasi, perencanaan reklamasi, administrasi dan keuntungan pihak ketiga serta biaya supervisi. Berdasarkan hasil penelitian diperoleh biaya reklamasi PT. BTI sebesar Rp 586.969.249. sedangkan hasil wawancara dengan pejabat bertugas dalam pembahasan jaminan reklamasi,PT. BTI pada tahun 2015 hingga saat penelitian dilakukan, telah menyerahkan jaminan reklamasi sebesar Rp 99.904.170,-. Berdasarkan perhitungan jaminan reklamasi PT. BTI dan hasil kajian penelitian terdapat selisih sebesar Rp 487.065.079. Oleh karena itu penyusunan rencana reklamasi PT. BTI dinilai belum sesuai dengan Peraturan Menteri Energi dan Sumber daya Mineral Nomor 7 Tahun 2014. Manfaat penelitian adalah pedoman bagi pemrakarsa/ perusahaan untuk menyerahkan jaminan reklamasi, sebagai acuan dan pedoman Instansi atau Pemerintah dalam mengevaluasi jaminan reklamasi setiap IUP, agar tidak ada perbedaan perhitungan jaminan reklamasi dengan kondisi aktual dilapangan sehingga kriteria keberhasilan dapat dicapai.
